How to get a refund on unused prepaid plan ?

Hi! I'm a visitor from China, and I was in the US from Jan 19th to Feb 1st 2013. I bought an iPad mini in San Jose, CA, and activated the Verizon 4G LTE with $30 2GB data prepaid plan. Now I'm back in China, however, today I received a payment email which said another $30 was charged. I have no idea why it's happened?
Now I canceled the prepaid service on my iPad, but how can I get a refund on the unused prepaid plan?

No direct email for customer service on verizon official website.
I googled for the email address of verizon customer service, it's "[email protected]".
I have sent an email to this address, and waiting for response.

    Hi folks,
    Does anyone know how to get a refund on a faulty iTunes card? The number is basically illegible. The FAQ is useless, and every time I try to find a proper email contact, or similar method of contacting a HUMAN in Customer Support, I keep getting shunted back to the idiotic start screen.
    Under Australian law, I am entitled to a refund if something is faulty.

    A few things that you could try if you haven't already done so :
    deleting the book and re-downloading it - ibook purchases can be re-downloaded for free : http://support.apple.com/kb/HT2519
    closing the iBooks app completely and seeing if the book looks ok when you re-open the iBooks and that book : from the home screen (i.e. not with iBooks 'open' on-screen) double-click the home button to bring up the taskbar, then press and hold any of the apps on the taskbar for a couple of seconds or so until they start shaking, then press the '-' in the top left of the iBooks app to close it, and touch any part of the screen above the taskbar so as to stop the shaking and close the taskbar.
    a reset : press and hold both the sleep and home buttons for about 10 to 15 seconds (ignore the red slider), after which the Apple logo should appear - you won't lose any content, it's the iPad equivalent of a reboot.
    deleting the iBooks app itself and re-downlading it and all your books - you may want to copy all your books to your computer first via File > Transfer Purchases and/or checking that they are still available for re-download

    I got an iTunes gift card but can't buy anything on iTunes. How do I go about getting a refund?

    I was taken to a page showing my account information, with a "Done" button at the bottom. I clicked on Done. If I remember right, it sent me back to my still full shopping cart. No confirmation of purchase appeared. No message of any kind appeared. I went thru this drill twice. The shopping cart still shows my items, and my $15 credit from my gift card still shows (though rather useless at this point).     I've already invested more time in this than it's worth. I've read online that Apple never gives refunds on gift cards. If that's the case, then I need to hear that from them so I can tell them what I think of them, warn my family and friends never to buy iTunes gift cards again, and move on. I tried to contact them last night but it was too late. I plan on calling them today to verify their policy. If they refuse to give my son's money back, I consider it outright theft.
