The question is meaningless unless you state the operating system - please always post this when you have a question. The minimum requirement for iCloud is Lion 10.7.2. If you have an earlier system you cannot access iCloud. If you have that or higher then sign in with your Apple ID at System Preferences>iCloud.

I live in Paraguay and yesterday I decided that it was about time to get the license of Creative Cloud. I think it's cheap enough and if we pay it we a friend we'll get even better price.
Problem?
Turns out that the "Cloud service" ain't that cloudy. Turns out I live in a country without Adobes suppor and/or offer and I REALLY REALLY want to pay for the cloud service, not the stand alone product, because sincerily buying that way is a pain in the butt.
Is there a way for me to pay this? Any clue on this?

On the MBP, in iTunes, switch to Song view and enable the iCloud Status column by pulling down View > View options and selecting the option for "iCloud Status." Close the small window. Look for any tracks that have a status of "waiting." If you see several of them disable iTunes Match while holding down the Option key. Quit iTunes, wait a few seconds, then open it again and turn iTM back on. Let it compelete the scan. Wait until all tracks that are "waiting" have a status of either "matched" or "uploaded."
On the iPad, turn off iTunes Match then launch the Music app and let the contents clear out. Power cycle the iPad for good measure, then re-enable the service once all the tracks in iTunes have been processed.

I will address your second question.
First, make sure your iPhone and iPad have absolutely identical Apple IDs. If they do, use that Apple ID in Settings > iCloud on your iPhone to select the "Notes" option. Lo and behold, all your iCloud notes should appear on your iPhone.

As Roger said, iCloud does not support external POP accounts.
However, you can configure your Max to directly receive your Yahoo! email by following these instructions:

How do I get Creative Cloud.app to stop asking me for my old email address that I do not have access to? I have reinstalled it several times and it stills asks for it! I spent several hours on Chat and my help specialist logged off before I had an answer to this issue. I'd prefer not to delete all of my files and apps associated with the CC suite. In my understanding there SAP will not share IP address of tenant. If this is really urgent you should discuss to SAP Partner coach or any other representative. SAP network team will not directly communicate with you, this will require numerous approval inside SAP itself.
