How to get my iphone4 unlocked?

I purchased an iphone4 last year and used it for about 6 months with AT&T. After that for certain reasons i re-located to Bangalore, India. I paid the contract termination fees and legally out of the contract now. Can i get my phone unlocked? I sent an email to AT&T with the IMEI number but the responded back stating - 'The unlock code for this device is unavailable due to security restrictions based on the device's history. You may want to return the device and/or provide feedback to the seller.'. Please advise if there is any way to get this sorted.

Guys...after couple of followups with AT&T, here is their latest reply - 'After futher review of your previous account with at&t the imei for the phone that was purchased for mobile ending in 4356 doesn’t match the imie you provided ending in 6074'. This is absolutely rubbish. I even have the original bill and the serial number also matches. How are they saying that the IMEI number is not matching as per their records?

    Install iTunes on your Acer and you can back up the iPhone. Or back it up to iCloud. If you do not back it up you can get it unlocked, but you will lose all of your content.
    You can get iTunes from http://www.apple.com/itunes.
    Even after unlocking I'm not sure it will work on Straight Talk, because last time I checked ST used Verizon as its carrier, and an AT&T iPhone 4 is not compatible with Verizon's network. You can probably use it on Net 10 or T-Mobile once it is unlocked.

    If you are referring to T-Mobile USA I don't think it is possible. I know that FaceTime and Visual Voicemail will also not work and you will only get EDGE speeds, 3G is not possible.

    The Gamers Club Unlocked benefits should work online and at the store.  I was able to locate your membership and it appears to be active in our system.

    iPhones are sold in carrier-locked and unlocked versions. If the phone has a carrier lock on it, you must contact the carrier to have it removed (you probably need to bring the phone to the carrier for the process). If you don't know the carrier, you won't be able to get it unlocked. US carriers will not remove the carrier lock and it cannot be removed.
    How is Safari behaving that makes you say that Safari is not working? The lock status of the phone won't affect Safari, except that if the phone is locked and you aren't using the carrier (and SIM provided by the carrier) to which it is locked, then you can't use the phone or 3G service, only Wi-Fi.
    The iPhone should not appear as a drive on your computer, so there's no error there.

    Photostream in the cloud only keeps photos from the last 30 days (subject to a 1,000 photo limit). When photostream syncs the photos to your device they will stay there (subject to a 1,000 photo limit) until deleted, which means you may well have more photos in your photostream album on your device than there are in photostream in the cloud.
    The consequence of this is that if you turn photostream off and on again on your device (or enable it for the first time), it will only be populated with photos from the last 30 days, which may not be all the photos that were previously in the photostream album on that device.

    It's funny that you're totally misreading and understand that law.  All it does is make it legal to 'jailbreak' your device.  It doesn't force the wireless carrier to allow you to unlock the device under the normal means.
    Previously, jailbreaking your device was illegal.  Now, it's not.  But it doesn't mean that the wireless carrier, or anyone else, has to provide assistance to you.
    Show me where in that law that it states that a wireless carrier must assist you.
