How to get order by values at a time in PL/SQL?

So i need to pass dept-table deptno to the emp_table and section_table table's and in the emp_table i have only deptno's details only and section 10 and 30 deptno's details only
so i want to create out put message in the dbms_output.put_line file
I need to create PLSQL Stored procedure need to call another place
