How to get photos from a video

I use PSE8.
The help file says the below.  What is the Editor referred here?  Thanks.

In the Editor, choose File > Import > Frame From Video.

In the Frame From Video dialog box, click the Browse button to navigate to the video from which you want to acquire still frames, and then click Open.

The video is a 45-min tutorial from Microsoft.  I have watched it in the past so I know it plays to the end.  I do not know what its resolution is.  How do I find out?
having said that, I was able to continue grabbing frames via the route File | Import | Frame from Video...
But I can't still go the route File | Open ...

    Make sure Settings > iCloud > Photos > iCloud Photo Library (Beta) = "Off"
    Then sync your iPhone using iTunes and make sure your sync settings for photos are set correctly in iTunes.

    It's best to export the photos to a folder and then drag the folder onto the memory card.  Memory cards are usually formatted for PCs, FAT 32, which doesn't permit more than a limited number of files in the root directory. Putting the photos in a folder gets around that limitation.

    Try doing a long press directly over photo, see if it brings up a menu of options to do to the attachment/photo. One should be  "Save to storage" or something like that.

    You're welcome.  It is possible to stream to older photos to your iPad by adding them to a shared photo stream and inviting yourself as a subscriber (see http://help.apple.com/icloud/#mmc0cd7e99).  Another option is use an app like PhotoSync to transfer photos between your devices over wifi.

    on an e-mail with photos attached go to the Save button next to the attachments list, point to the triangle to the right of Save inside the button and hold the left mouse button down - a menu will appear with save all at the top entry, a list of photos below that and "add to iPhoto" as the bottom entry - move your pointer down to the "add to iPhoto" and release and your photo will be a new event in iPhoto

    I was having issues with my iPhone 4 not charging anymore. I went to the apple store today and ended up having to buy a replacment phone. When I was going through the set-up, I tried to do an iCloud restore but wasn't able to as the new iPhone didn't have the latest iOS 7 update. I asked the technician if I went through the set-up as a new iPhone if I was going to be able to retrieve my photos later. She said yes. So I proceeded the set-up as a new iPhone and the only thing that restored was my contacts. Am I able to somehow get my photos from iCloud and put them onto my new phone? Or are my pictures lost for good? Please help! Thanks in advance.

    Are you referring to both Camera Roll photos and Photo Stream photos? If so, then you would need to do a restore of your new phone from your iCloud backup:
    RESTORE FROM ICLOUD BACKUP
    If you are just talking about Photo Stream photos, then once you have your iCloud account signed onto your new phone, and you have turned on Photo Stream, then the last 30 days or 1000 photos should download to your device once you are connected to Wifi. It may take some time.

    My iphone was dropped a few days ago and the screen became unresponsive. All the buttons work fine, but I can't swipe to turn it on or enter my passcode. I took the phone to an Apple store and was told by a not-nice guy that there was nothing they could do and that I could not get any of my photos off of the phone because I had the phone passcode protected. I thought Apple wanted everyone to passcode their phones! I wish I had known that this would prevent me from accessing my photos if anything happened to my phone.
    I have sadly come to accept that my phone cannot be fixed and that I will need to shell out big bucks for a replacement. However, I cannot accept that there is no way to retrieve the material on my phone. When I plug the phone into the computer, it is recognized fine and stuff will download to the phone. However, iTunes tells me that it cannot synch FROM the phone until I enter the passcode on the phone, which of course, I cannot do . 
    I am really hoping that someone will know some trick to getting stuff off of a phone with an unresponsive screen. Please, please help this very sad iphone user.  The photos are all the photos I have of my young daughter. I know, I should have learned to to back my phone up, but when I tried a few months ago, I couldn't figure it out, so I have no backup. I even tried to set up iCloud, but I couldn't figure that out either. I suppose I deserve to lose all the photos from my daughter's babyhood . Thanks for helping if you can! (please!!)

    Dear Dilbert41, thanks so much for your reply. In "my computer", it shows "other" and "photostream (system folder)". When I try to open the photostream, it says "photostream is not enabled. Sign in to icloud to view photostream. Open icloud control panel." So, if I click on the open icloud control panel and enter my apple id, it tells me that icloud has not been set up. So, I tried to set up icloud, but it appears that I have to set it up ON my iphone first, which I cannot do because the screen is broken. If I could use the screen, it appears I could get around the passcode. Instead, I have the passcode, but I cannot enter it because the screen does not work. I'm sure I had plugged my phone into my computer several times; I remember copying some songs in iTunes. This makes me think that I should be able to synch without reentering the passcode, but unfortunately, that does not seem to work (other sites said that if I plugged it into a computer it had been plugged into before that it would work).

She had her second child last week and her husband took heaps of photos on his iphone from the birth and the first couple days in hospital, I'm not sure what model his iphone is but he only got it in the last couple months. On the weekend him and a mate mixed their phones up, his friend kept putting his pin code into my brother inlaws phone and by the time he reaised it wasn't his phone he had locked it up somehow (I don't have an iphone so I'm not sure about all of this!) They took it into the Telstra shop and they got the phone working again, but in the meantime it wiped all his contacts/photos etc that were stored on the phone. My sister was very upset as now they don't have any photos from when Charlie was born. The girl at the Telstra shop said they are gone forever and there is no way to get them back but I am hoping there is somehow - can anyone help us?

    Sounds like the girl at Telstra did a restore of the phone and then wipe out all the data on your bro-in-law phone.
    Data could've been saved if your bro-in-law would've synced his phone to the computer he normally syncs too.
    By doing the restore there is no way to get the data back from the phone.  Sorry.

    Sending the photos over WiFi might be the easiest way for you to accomplish this. The Wireless Transfer App should work. You will both have to download the app on your own devices. Read about it here.

    I am missing a step somewhere please help. New canon powershot elph 135.  I can't get the photos from the camera to go to the computer.  What am I missing?  I have downloaded several things but ??? And support isn't open on weekends.

    Canon camera use a standard mini USB cable (not Micro USB, mini), you can get them just about anywhere.  For best results get one with a filter on it - that cylinder you see here:
    They work without it, but I've had sporadic results when tethering with a cable that doesn't have a filter.
    All that said, I highly recommend getting an SD Card reader (available anywhere) and simply taking the card out of the camera and putting it into the reader.  Any operating system, such as Windows, can read the files on the card directly without using Canon software (may be required if connecting the camera to the computer).
