How TO get PSE elements 10 on windows 8.0 to load as previously. Why is 15 to 30 minutes now?

The PSE 10 elements and, actually the Premier are not loading in less than two minutes which was normal. I have run all forms of malware on the windows system and run the catalog fix or repair and again without success. All forms of unnecessary programs have been removed. The HP support assistant is not functioning properly.Loading can take 15 to 30 minutes before the albums come up.

I am using Windows 8.0. I launch the Organizer and/or Editor from the Icon screen, but, it does not work from other sites, such as from the search window listings. Both were working fine until several weeks ago and then things got weird. When the albums page eventually displays things work normally. However, if I try to start with the Editor and then try to share a selected photo with Face Book, it does not work. The Windows update freezes in the control panel, but, is set to automatically update, which seems to be doing OK. I had a computer person , who works with a lot of university and corporate clients come to the house for nearly two hours to "clean things up: and many were cured. The listed still occur. I read that my Intuos 4 - Wacom drivers could be the problem, but, this will be looked into soon by the computer person. I ran the catalog scan and double fix without results and have a top grade anti-malware program in place. I have CS6 which seems to work fine. The Editor, referred to above, comes up at natural speed, but, the described problems then occur. When Organizer is selected and the little blue loading screen comes up, it is that screen that freezes at Initializing Model. I then select wait for program to arrive and, that, is what is taking so long to load.
