I was using iTunes on a PC and finally threw in the towel and bought a new iMac. Got all my iTunes content transferred just fine. But, I can't figure out how to copy all my old playlists over. Can anyone help me with this?

First, you will need to export the playlists either to a flash drive, external hard drive, or back them up to a CD. You can do this by locating each playlist you wish to transfer to your new Mac, right->clicking on it and choosing the "Export" option or by going to the File drop down menu, choosing "Library" and then "Export Playlist" from there. From there, choose the location you wish to save the playlist to, whether it be a flash drive, external drive, etc.
On your new mac, again, head to the File drop down menu and choose Library and then select "Import Playlist." Then navigate to wherever you have saved the playlist, whether it be on a flash drive, external hard drive, etc.

I'm not using iCloud, so do not know for sure. I feel as if I have more control by using iTunes on my computer, to determine what is on my iPad, and what gets deleted.
If your wife will share the same Apple ID with you, you do not need to remove everything from the old iPad. She can share your purchased Apps, music, et cetera.
In iTunes, you can have several iOS devices sharing Apps under a common Apple ID, but you can also "uncheck" specific Apps you do not want on one of your devices. Each device has an identity so iTunes should remember which App goes on which device during future syncs.
If your wife will have her own individual Apple ID, you need to go to Settings-General-Reset-Erase All Content and Settings. This will return the iPad to factory defaults, except it will retain the latest iOS version installed.

The easiest way is to back up old phone to icloud and then restore new phone from that old phone backup. Any purchased content such as apps and songs from the itunes and apps stores can be downloaded again.
These directions are for an ipad, but the method is the same.

It depends on if you even have a backup. If you had a backup, I don't suppose that you would have to ask how to restore from it.
Did you backup your old iPad? If you so, did you backup with iTunes or iCloud? This explains how to backup and how to restore from a backup, but once again, if you don't have that backup any longer, this will not work.

When installing my new iPhone last night I realised that the apps I downloaded direct from my old iPhone were not going to be on my new iPhone. All the apps I downloaded from iTunes were re-installed. I wouldn't mind so much but I paid for some of them!

Now I've downloaded the apps again on my new phone, and again I'm not getting the option to sync them onto iTunes. I'm beginning to think that the only safe thing to do is to download on iTunes as much as possible.

Simple use my method
Just copy your iTunes folder that contains the music / videos etc
And put it on a flash drive
Connect it to the computer you want it on and paste it were you want it
Just configure iTunes to the files location and that should work -

I don't use an iPhone, but if it works similarly to an iPod with iTunes, when you connect it as if you were going to sync (of course make sure you don't select to sync to the empty library), under the file menu, there is an option that says "Transfer Purchases from iPod."

ThanksNot directly (iPod to iPod). Instead, if you do not already have them in your iTunes library, you need to first get them back into your iTunes library. Then you can easily sync them out to any iPod you connect to that library.
