How to install APAC, LATAM and EMEA localization patches

Question

Hi,
I was told to install APAC, LATAM and EMEA localization patches on our instance.
Please help me how to proceed with this patching, below are the details about our instance.
eBS version: R12.1.3
OS Version: REL 5.8
DB version: 11.2.0.1
DB Characterset: US7ASCII.
Does this patching depends on the existing database character set ?
I referred few threads in Oracle forums and metalink notes, but I did not get clear idea where to start and how to start....your help is highly appreciated.

Hi Srini/Hussein,
I am referring the navigation (License Manger --> Country-specific Functionalities ) as per the note id: 351900.1, but JA, JE, JG and JL not listed in it, below are the values for reference.
I was told that the country codes are JA, JE, JG and JL, do I need to perform any action plan to get JA, JE, JG and JL in the below list...i think from the list we can select the respective country name and enable the functionality.
I am a DBA, doing this activity first time; please let me know what details I should get from the our application team to proceed with this activity.
