As far as I know, you cannot download Safari and reinstall it successfully. Install Safari from your software install DVD and then run software update.
I do not use Hotmail, so I have no information about that platform.

I am not sure what pieces of info are needed to help me so please be patient. Basically my hotmail is no longer working, telling me I need to download a new version of safari so I downloaded safari 3.12 however it is still not working on hotmail. Hi there. I am unable to install the newest version of adobe flash player. I am not getting any error messages like most people's issue on this forum. What happens is I run the installer, and it attempts to install for a second and then the installer screen goes blank , as you can see in the image. nothing happens after this. When did you download this file? It is for a problematic installer that we removed from our servers last week (Wednesday 25-March). If it's still being downloaded it's either cached on our servers and we need to clear the cache again, or it may be cached by your browser, in which case, clearing the browser cache will download a new, non-problematic installer.

The issue sounds like a browser problem. Do you have another browsers installed like Firefox or Chrome installed to try downloading it?

I'm trying to install an update to Toshiba Video Player released on February 15th 2015 - version 5.3.49.124_A patch. The problem is, as soon as I try to install it its says that its extracting the file and then an error message appears, "Unable to create file, error 120." Please help in trying to resolve the above error.

Hmmmm.... as I can see you don't have original factory settings anymore. In the past I have always installed updates on original OS version and cannot say if Win update is the reason for described issue.
But original player version is still installed on your machine and works properly, right?
I mean if everything is OK I think patch installation is not so necessary.

For option: "install new versions automatically", we can simply prevent it via GPO or registry (the registry entry can also be deployed via GPO)
Computer Configuration - Administrative Templates - Windows Components - Internet Explorer - Install new versions of Internet Explorer automatically

I have installed the .10 version and now i cant see any Video on youtube. And it does not play any sound. It not opens anything with flash player.

You have to understand the difference between an Update and an Upgrade.
An Update is a free change to add to the base code or as a bug fix within an existing Operating System. Such as the .8 added to 10.5.
An Upgrade is a complete new Operating System that must be purchased. Such as 10.5 Leopard to 10.6 Snow Leopard.
10.5 Leopard was based on Power PC code and was written to be able to run on both Power PC and Intel processors.
10.6 Snow Leopard has completely rewritten code and only runs on Intel Macs.
10.7 Lion used some 32 bit which allows it to run on Late 2006 through Early 2008 MacBooks and a lot of 64 bit code.
10.8 Mountain Lion is pure 64 bit, which excludes more systems than Lion did. It can only run on the Late 2008 through Mid 2010 MacBooks. It's not something you can add memory to, for example, as it involves the base architecture.
You have to upgrade to 10.6.8 to be able to download iTunes 10.7 or 11. The 10.6 Snow Leopard DVD is back in the Apple online store. You can get it for $19.99. If you are using the Metro style browser, please confirm you have allowed updates to the Compatibility View list as follows:
Open IE on the Desktop
From the Tools menu, click Compatibility View settings

If you don't see the Tools menu, press and hold on the title bar, this will show the context menu, check the Menu bar.
