How to limit a user's ability to email to addresses not in the normal address book

Hey Folks,
I work for a heating and air conditioning company that has the need to send pictures back and forth between the field and the shop. To make a long story short we are trying to bypass sending pics via MMS as messaging is not cheap. Sending pics through email is not the issue, even the grunts are able to do this. We are trying limit who the users are able to send email to, like the FDN list limits phone calls.  As far as I and t-mobile techs can tell  this is impossible. Can anyone else helk confirm or solve this?

dont think this can be done on the device itself, however if you are setup on a BES... it should be able to be added to the IT Policy.
