Sorry, I have never used viber, or any VOIP service on my iPad. I have an iPhone for making telephone calls, so have never used an iPad for internet calls.
I would suggest the viber tech support site - http://helpme.viber.com/index.php?/Knowledgebase/List/Index/1/iphone and following whatever instructions they have for wifi calls.

WiFi works wherever you can find a WiFi Access Point/Router and you know the connection passcode, or it is an open wifi.
Cellular will work if you sign up for a local iPad data plan and sim card.

A day before got new IPAD mini (Wifi-Cellular). When trying to look forpasscode enable option, it ended with nothing to avail. Would like to know if there is any such priviledge or not. Secondly, when the iPad is left idle for awhile ,say, 5 minutes,, a poor screensaver pops up and continues to play IPad advertisement, which we usually find in DEMO products @stores. Doubtful, if seller has handed over bad/demo stuff to me. Please suggest. It took whole of last night to figure out on Google, but no success.

You can configure a passcode for your iPhone, iPad, or iPod touch using Settings > General > Passcode Lock.

Either will work fine in Central Asia as loge ad the carries support GSM (almost all do).
One of the iPads will only work with the AT&T GSM) network if you are in the USA and the Other with the Virizon network (uses CDMA, not GSM/SIM) if you are in the USA

You have to buy a sim either on a PAYG or contract
Your iPad will not be locked to a carrier
and you can switch the sim as often as you like
I always turn off my idevices before changing the sim
this eliminates any potential conflicts

I'm from Italy but I'll soon go on an exchange program in the US. I wanted to buy an iPad mini there because I'm going to need one. I think that iPad mini WiFi + cellular will be the best option so that when I'll come back to Italy I can use it with a local sim. But in the US I would use it as if it was only iPad mini WiFi, so I wouldn't buy an it&t/verizon sim, whereas in Italy I would buy a sim and use it as it is, WiFi + cellular. Would it work or not?

As far as i know service provider is not a constraint for i pad as ipads are always unlocked. Also, do we need to get nano sim from US or India srvice provider will have it? i am asking this as in Singapore iPads are offering 3 free nano sim cards.

There is no CDMA in Europe or UK if that influences you, only GSM
All the UK Carriers offer Data nano sims ,on contract or PAYG
