1. You create a circle a small one then you option  shift drag it horizontally the required distance for the length of the art. That will make a copy of the original circle.
2. You go to Object>Blend>Blend Options and choose specified steps and select he number of circles yo desire for the
width, minus two. (for the two existing ones.
3. Then hit Command Option B or Object>Blend>Make 
4. Now select the blend and option shift drag it vertically until you get the distance you want for the depth of the art. that will make a copy of the blend.
5. Select both blends and go to Object>Blend>Expand.
6. While the expanded blends are still select go to Object>Blend>Blend Options and choose specified steps and select he number of rows desire for the
depth of the art.
7. Hit Command Option B  to make a blend.
8. While still selected Go to Object>Envelope Distort and chose Make With Mesh and enter 1 for the rows and one for the columns, you only want one Mesh cell.
9. Now with the direct select tool manipulate the mesh until you get the desired look like such:
You may also make the pattern of circles with the transform command under Objects or the Effects menu items With the objet>Transform you make a circle select it go to Transform and give it a horizontal distance then hit copy then hit Command D as many times as required to dupe the circle move to get the number circles you desire then do the same for the vertical move but of course select the whole row of circles.
In the Effects>Transform and Distort>Transform you enter the number of copies you want.
The effect is live.
Then the mesh part is the same.
Not really difficult it requires a little skill to make the curves with the mesh but it is not difficult.
