How to move tags/albums to new computer - with a caveat

Sorry if this is a newbie question...
I have an old Computer A running Windows 7. All my photos are in the Windows Pictures folder.
In Photoshop I have created 2 albums with a subset of the photos from the Pictures folder. I have also created several new Tags for those photos.
I got a new Computer B running Windows 8 and will be getting rid of Computer A.
What I'd like to do is:
Move the albums + custom tags from Computer A to B retaining the information about photo tags and album content.
In the process change the location of all photos from Computer A Windows Pictures folder to an external HD.
I know how to export Album/Tag information from A (save to XML) and import on B (load from XML), but that doesn't retain the information about the files - both what files are in the album plus what tags are associated with the photos.
I could imagine that it is somehow fix things up on Computer A to store all information on the external HD, and then somehow point Computer B to this, but I am not sure how to best do this.
What's the best/recommended way of accomplishing this without having multiple copies of the photos lying around?

Photoshop has no albums so I assume you are talking about Photoshop Elements. You'd better ask there.

    The best way would have been to use the Migration Assistant - it would have moved your whole user folder and your personal stuff over to the new computer.
    About the instruments: There could be two Instrument Library folders, under HD/Library/Application Support/GarageBand and User/Library/Application Support/GarageBand (depending on whether you made the instruments available to all users.) If the other GB is a standard installation of the same version, you can just replace the folders on the new computer with the ones from the old machine, and all your instruments should be there. (The "if" refers to the fact that by doing this you lose all custom instruments you might have made on the new computer.)

    Addendum: I tried all of the suggestions on the Firefox web site, but they do not match the options available on 16. There is not "Manage Account" option that I can find on 16.

    The good ones are paid.  And to do more than music, like synced photos, usually cost.  There is also:

    Phoneview
    iPhone Explorer
    - After you transfer all the stuff, connect the iPod to the computer and right click on the iPod under Devices in iTunes an select Back Up.
    - Restore the iPod from that backup.

    If you want to copy music off then File > Transfer Purchases will only copy iTunes purchased music off the iPad. To copy music bought from other sources and/or copied from CDs then you will need to use a third-party program to copy them off - see the page that I linked to for some examples.
