Online Number can be extended with Skype Credit as well, but payment method needs to be changed to Skype Credit.
It can be changed during payment, on the page where you are shown billing address and payment amount.

This is proving to be so difficult, can I just pay my annual iCloud subscription with my iTunes/Appe TV etc. credit? I do not want to pay with a credit card. Help!

I'm afraid you can't do this, you need a credit card. This because it's an automatically renewing payment (unless you cancel it, of course) which obviously can't be done with iTunes credit.

I did that - nothing happen... I have changed my adobe ID and all address to my Canada home.
Having log myself out and re-log back in to start the Creative Cloud subscription. The payment still shows in Sterling Pounds.
This is difficult as I am no longer earning Sterling pounds as a wage and the subscription would automatically be doubled payment, because Canadian $ is less in currency exchange to the UK Sterling Pound.
Thanks for your above suggestions, but what should I do now, to resolved this issue.

Depending on your OS, please try the steps below
Windows
Click on the "Start" menu. Select "All Programs" and then "Accessories"
Right-click on "Notepad" and select "Run as Administrator"
Click "Continue" on the "Windows needs your permission" dialog
When Notepad opens, click File and select Open
In the filename field type the following:
C:\Windows\System32\Drivers\etc\hosts
If any entries in the host file include keywords such as "adobe," delete those entries. These are used for Adobe Licensing.
From the "File" menu select "Save" after making changes
Restart Muse
Macintosh
Click on the "Finder" icon. Select the "Applications" folder
Open the "Utilities" folder and select "Terminal"
Type the following:

If your employee's hire date (EMP_HIRE_DATE - database item) is after your Payroll period start date (PAY_PROC_PERIOD_START_DATE), then currently the pro-ration calculation is performed.
You'll have to insert another piece of control in this part which will check if the days between the Payroll period start date and emp hire date are holidays (I assume you have your holidays stored somewhere in the system) or not and adjust the "start date" used for the pro-ration with every holiday found between EMP_HIRE_DATE and PAY_PROC_PERIOD_START_DATE.

Now, when I go to sign up for a subscription, it wants to charge my credit card again. Why can't I use the credit that it just made me sign up for? Can I purchase the monthly subscription and get a refund on my $14?

I believe there's a small misunderstanding around Skype To Go versus subscription, but I'll gladly explain these.
Skype To Go is a number that you can call from a regular phone and Skype connects the call to your contact's phone using either Skype Credit or a subscription as payment method.
Here's a quick sketch that should explain how call is connected to your contact.
If you already have a subscription then once you set up Skype To Go you can use this subscription to cover calls to your friend. If your subscription covers your contact number then all you need to do is set up Skype To Go number
