Does flash player support to publish video stream in h.264 format ?
And which version of flash player and FMS could implement this function ?

The Flashplayer does not support h264 or AAC publishing. The Flashplayer supports only h.263 (sorenson spark) video, and Nellymoser Asao and Speex audio.
If you want to publish h.264 you'll need to use Flash Media Live Encoder, or a third party encoder.

Although Premiere Elements is not going to record streaming video from the Internet but there are other programs that can, you should consider the terms of service for the web site that is the source for the streaming video.
Online, there are very comprehensive articles on numerous programs that will do the recording.
But, even those articles point out that many of the Internet web sites that you target for their videos have terms of service that would legally prohibit the recording of streaming video from the named web sites, one example, YouTube, if no download button and depending on the terms of service.
Please consider. Any questions about the above, I can point you to the appropriate documentation on the matter.

Can anyone recommend a best method of how to record video streams (color/depth/IR) as MPEG file?
Is there any microsoft library that can enable that?
Preferably I would like to control compression ratio.

the only Microsoft media libraries that support recording video is DirectShow/Media Foundation. Both of which are only supported in c++. You will be able to find sample code for these on the MSDN website and Windows 8 SDK.

1) I know my "profile" indicates I'm on Mountain Lion. I have not figured out how to update that. I am using Yosemite and Keynote Version 6.5.2 on a 15" Macbook-Pro (tell me how to update my profile, please - nothing I click on opens any kind of "edit" options)
2) My 20 sec video does play in Quicktime. I find nothing in the Quicktime Inspector about deselecting "start movie on click."
3) in my slide presentation I can insert the video on a slide okay and if I click on it can get it to play, But I cannot seem to get it to play after a transition automatically. Maybe it cannot be done. Obviously I would like the entire presentation to play automatically without clicking on or between slides.

I want to make a continuos acquisition of video with a webcam and record video in AVI format with a number of frames per second equal to 60, and with a possibility to choose the period of acquisition in the window '' front panal '' but the problem is that when I selected an acquisition time of 1 minute supervision
video takes a time of 1 minute but I get an AVI video recorded with a duration of 15 seconds !!

I'm sorry, you didn't understand what I wanted you to do. You might have "done the right thing", but I can't be sure. Your original program (as I understood it) recorded images from the camera for a fixed period of time that you set (so you knew the recording time) -- what I wanted to know for the original camera was (a) what was the recording time and (b) how many frames were taken.
The second program that you just attached does the opposite -- it records a fixed number of frames (a better way to do this is to use a FOR loop and just wire 900 to N in the upper left hand corner). If you are going to record a fixed number of frames, then I want to know how much time it takes to record. You can do this by doing something like what is shown below (with the FOR loop example).
I realize that this is in the "wrong" version of LabVIEW, but it just involves adding two Tick Count functions to your Camera loop. If it does say that Delta-t = 15000 (15 seconds), then the main question, "Is the camera recording at 60 FPS", is answered as "Yes". In any case, we should have enough data to make your code work as you want it to.

When publishing video files in H.264 format, I get the error "No rendered photo exists on disk"

I want to export images as well as videos (.mov files) by using the Publishing Manager in Lightroom 5.6 under Windows 7, 64 Bit. For this I activated "Include Video Files" in the Publishing Manager and set "Video Format" to "H.264". When publishing, all photos are correctly published. The videos, however, are not published. Instead Lightroom returns the error: "Some export operations were not performed.", "No rendered photo exists on disk" followed by a list of the videos that could not be exported.
If I select "Original, unedited file" for "Video Format" instead, the videos are published. Also, if I manually export the videos (without using the Publishing functionality), the export works.

I just tried to export it again but this time to the desktop, not a Sandisk USB, and this time it created 4 different files, one being audio only and when I tried to play/open the others it gave a 'server error' dialogue window and I couldn't get a screen shot while this was open.

As a temporary workaround, this is my work flow:
I create a 'crosshair' in the exact location, using two line shapes that can be positioned exactly using the Transform accordion.
The motion path end points have a circle that you'll have to drag over the crosshair. Motion paths use the center point of an object, contrary to resizing, moving that is from the upper left corner of the bounding box. Recorded video stream with h264 video codec is Blocky/Blurry

In my application I am using H.264 with setting h264Settings.setProfileLevel(H264Profile.BASELINE, H264Level.LEVEL_1); and record stream in f4v format

Now In the live session stream in fine at receiver end but When I watch recorded file Its quality was very poor. It looks very Blocky and blurry. I am using Flash Media Server 3.5.7

Actually, I would like to know - is there a way from one machine to publish two or more video streams, creating the necessary number of connections and cells (with different qualities)?
At the moment, this trick does not work, but I am using a developer key for multiplesimultaneous connections, with returns only the last published data stream.

That's actually exactly how I have it, I just added an extra option so you can, in theory, switch between the two versions on the fly.
In the track viewer both video streams are the exact same length, the only issue is when I switch the video angles. I guess I could just erase the second video stream and avoid the problem altogether (don't want that showing up in my final school project now do I), but I really want to figure this out.
