How to purchase gift certificates

Is it possible to purchase a gift certificate for the App Store? Exactly how to do it?
Entering "gift certificates" into the "submit a question" field produces three or four discussions, all of which report the questioner is turned away without explanation, that their current Apple ID is not currently authorized for such purchases. None of them offering any explanation on the mechanics of gift certificate purchase or how to become authorized to purchase. Most frustrating.
What's the full, complete answer?
I'm in Canada. Are Canadians authorized to purchase gift certificates or is this a service restricted to those within the US?

Once you redeem a gift through iTunes with your Apple ID, that same ID will have the credit at the Mac App Store. Hope this helps.

Same problem here and it seems to be a problem that has been occuring, intermittently, for quite a while. I received the following reply from Apple Support
"You will receive an email after the matter has been investigated and further information is available."

You might want to hit dictionary.com and look up the definition of "help", 'cause you clearly don't have a clue what it means. Do you have a Credit Card associated with your Account...?
If so...
You need to Contact iTunes Customer Service and request assistance

If not... That is probably the reason.

I am trying to purchase a printable gift certificate from iTunes, and I keep getting an error message that says, "Your Apple ID is not eligible to purchase gift certificates." You can purchase gift cards from retail locations. I can't do this because I live overseas. I've tried deleting and re-adding my credit card information, and I've submitted a support ticket to ask for help. I see from my Google search that this is not an uncommon error message to have, but I can't find a solution!

No, I am a US citizen living overseas, but I am going through a VPN and I am using a US-based credit card. I have no problem purchasing apps, just purchasing gift certificates. I'm going to try gifting the app to the person I am purchasing for until Apple straightens this out for me.

It seems that Apple has been limiting certain accounts due to all of the fraud that has been happening lately. Hackers were stealing peoples passwords and buying gift certificates that they were selling on eBay or the black market.
In order for your Apple ID to be eligible automatically you need to purchase something with your credit card from an Apple Retail store on apple.com. Others have had success with removing all credit cards from the account and then adding one at the time of purchasing your iTunes Gift Certificate.
I contacted apple by email and they resolved my account issue but took 24hrs.

iTunes gift cards are not available in all countries, and they are country-specific (they can only be used in their country of issue on accounts with a billing address in that country) - as far as I can see they are not available in Vietnam, you will have to use one of the other payment methods that shows on your account's payment details screen e.g. a credit card

That's strange. I had a different issue regarding the purchasing of a gift certificate. I emailed Apple support. The response I received did not mention gift certificates no longer being available. You'd think they'd mention that in the email.

You can't purchase gifts with gift certificates, could that be your problem.

I was trying to buy these for last minute birthday gifts !

So for many years I have been able to buy gift certificates, until now. I get a message saying my account is not eligible to purchase gift certificates. I contacted Apple and all they could say was yes, I am not eligible to purchase gift certificates, but they offered no explanation.
This is lame, considering I have been buying gift certificates for years.
Any ideas as to why?

My account had a $0.48 credit balance and it said it was going to charge my credit card, which is what I wanted. I have since purchased something to remove the credit balance then tried again. Still no luck.
