How to re-download music purchases

Somehow I lost the files from music that I purchased a few years ago. How can I re-download the albums? Will I need to pay again?
Second question: What is the present quality level of iTunes downloads (bit rate)? I am missing the "iTunes plus" information on the website.

You do not redownload music.
You buy one and only one download. It is your responsibility to move copy/backup your music.

Go to the iTunes Store, log into your account, and click the Purchases link under the Quick Links. From there you should be able to re-download some or all of your purchased content. If the music is still on the iPod, then when connected to your computer's iTunes have you tried doing File > Transfer Purchases to see if that copies them over ?
If the music is no longer on the iPod, then if you are in US then you should be able to re-download music purchases from iTunes as long as they are still available in the store and you use the same iTunes account as you originally used to purchase the music : http://support.apple.com/kb/HT2519

You will need to toggle the switch below these switchs that allows for cellular data to be enabled if this has not already been enabled. This then will automatically download music and apps directly to your device with no additional charge to you.

It needs to go through your computer's iTunes library. If all the songs on the iPods are already in your computer's iTunes library, just sync each iPod as desired from your iTunes library.
If the songs on your iPods are not in your iTunes library, the approach here is to first off-load the song files from the iPods to your computer's hard drive. Then, add the song files to your iTunes library, so that it is "consolidated" with ALL of your music.
You cannot transfer song files from iPod to computer using iTunes, except for songs purchased from the iTunes Store. However, there are third-party methods and utilities that can transfer from iPod to computer. If you do an Internet search on something like "ipod transfer," you should get some links.
Once you have ALL of your music in one iTunes library on your computer, sync your iPods as desired.

The firewall on the mac is turned on, however I don't have any Web Accelerators, Ad Filters and I've just recently uninstalled my Virus Protection Software.
I'm not sure how to go about fixing this problem, and the solution provided by Apple doesn't seem to help me at all.

After following the steps above, you can add individual songs, videos, and playlists from iTunes to your device. To add content to your device:
Select your device.
Click "On this Device."
Then choose "Add to" in the upper right corner.
While viewing the media in your iTunes library, if you drag a song, video, TV show, or Movie a sidebar will appear on the right. You can drag content onto the device. You can also create and modify playlists directly on the device.
You must import songs into iTunes before you can add them to your device. You can drag media files onto the iPod or iPad in iTunes to add them to the device without adding them to the iTunes library.
When manually managing content, you can add content from multiple libraries to your iPod or iPad. Even when manually managing music, some content may be available from only one library at time. This includes all content on iPhone and video content on iPod and iPad.

Using iTunes 11 or later
Open iTunes. (You can download the latest version of iTunes.)
If you're not already signed in, choose Store > Sign In and type your Apple ID and password.
If you're in the iTunes Store, click the Library button, in the upper-right corner, to go to your library.
Make sure that you have "Show iTunes in the Cloud Purchases" enabled in your iTunes preferences by going to iTunes > Preferences in the Store tab and clicking OK.
In your iTunes library, click the content type you wish to download using the content selector in the upper-left. Choose Music to download music, Movies to download movies, and so on.
Locate the item or title you wish to download.
Click the download icon to download that item.

Media should be stored on your computer.
What do you mean it is "hid" on iCloud? There is no way to hide media although it is possible to hide purchases in the purchase history.

You don't - not directly anyway. You can download the music again in the purchased tab of the iTunes app on the iPad. You will not be charged as long as you use the same Apple ID.
