How to recover after ORA-12705 ?

Environment:
WinXP, .NET 2.x, ClickOnce
Oracle 10g DB Server
ODP.NET 11g with POOLING enabled!
On some user machines we encounter ORA-12705. Indeed we have proved that it is caused by the presense of the following registry key: [HKEY_LOCAL_MACHINE\SOFTWARE\ORACLE]"NLS_LANG"="NA"
We have the means to remove (or assign a different value to) that key in our code which fixes the problem. However, we have a couple of questions:
1) Is it safe to just remove the registry entry before we establish a DbConnection for the first time? How likely is that to break existing Oracle applications?
2) If we decide to deal with this exception only when we encounter it, how do we recover from it? We use a connection pool, and we discovered that after this exception is encountered and the registry entry removed, we could CREATE a connection (presumably taken from the pool), but when we try to OPEN it, we get the same exception. Again, how do we recover from this providing we are using connection POOLING with ODP.NET 11g?

Yes I did reset the switch after the write erase. I do not think it reverted back to factory defaults though. I still get a login response when I telnet to the configured IP address, but no passwords seem to work. I have tried admin/admin as per the documentation defaults and the configured password, both reply with login incorrect. I have also tried no password.
I am using the supplied Cisco serial cable which I know works because I was connected serially when I sent the write erase command.
Since the command and system reset I have not seen any activity through the serial connection. I have tried both the top and bottom supervisor and neither show any activity when the switch boots up. I am using a windows laptop using hyperterm with 8/1/N settings as per the documentation.
Is there any other way to set factory defaults? I am out of ideas on how to recover this switch.
