I wish to give my late wife's iPad to her granddaughter, ...
I wish to restore factory settings -- making it like new ...
I cannot Restore Factory Settings without a 'Restrictions Pass Code' ...
I don't have/don't know a Restrictions Pass Code ...
Online advice says, to reset Restrictions Passcode, "simply restore factory settings."
Well, um, see #3 above.
Can anyone help me out here?

You can try to remember or get the passcode somehow. If not, the only other option is to wipe the device clean and restore it to factory settings.
Follow the instructions in iOS: How to back up your data and set up your device as a new device http://support.apple.com/kb/HT4137 to restore the device to factory settings.
Once you have setup the device as a new one, you can then sync it back with your iTunes account and all your music, apps, contacts and any other content sync'ed with iTunes will be loaded on the device. Any content that is stored only on the device and not sync'ed with iTunes, like app logins or data, will be lost during this process. Be forewarned that this is a long process and can take a couple of hours or more to complete. This can be painful, but it is necessarily so to prevent users from working around the security settings. After the restore is complete, you can setup a new Restrictions passcode. Make a note of the passcode to avoid this situation in future.

I have been told you can do this without the Installation CD. I also do not remember the installation CD when i got the laptop. If it's possible then please someone let me know! if not then how can i get a new CD to do this?

You may not remember the installer disks but they came in the box. Your profile shows you are running 10.6.6 Snow Leopard. To restore back to factory settings you need those disks. That said to go that route may be unnecessry. Stay away from Best Buy tech people. They know nothing. Without the disks you do a repair disk to see if that helps:

There is no way to retrieve it. You have to restore to factory settings.
Restoring from a backup will simply restore the restrictions passcode that you cannot remember - unless in the unlikely event that you have a backup that predates the restrictions passcode, then you could restore from that backup.

I forgot the restrictions pass code for my sons iTouch. I tried using the restore function like it said in some help discussions, but that did not work. ( hooked up to the computer, did restore to factory settings, then uploaded the apps again to his iTouch). No change when I go the restrictions tab under general settings. If you don't remember your restrictions passcode, you will have to force the phone into recovery mode and restore it using iTunes. Do NOT restore your backup. The restrictions passcode is part of the backup.
Everything on the phone will be lost.
You can extract the photos from the camera roll the same way you would from any other digital camera. Having a restriction passcode set should not prevent that. do that before you put the phone in recovery mode and restore it.
