Can someone please tell me how to reinstall iOS 5 on a jailbroken iPad 2?

    If you have an iPad 1, the max iOS is 5.1.1. For newer iPads, the current iOS is 6.1.3. The Settings>General>Software Update only appears if you have iOS 5.0 or higher currently installed.

    If you are currently running an iOS lower than 5.0, connect the iPad to the computer, open iTunes. Then select the iPad under the Devices heading on the left, click on the Summary tab and then click on Check for Update.
    Tip - If connected to your computer, you may need to disable your firewall and anitvirus software temporarily.  Then download and install the iOS update. Be sure and backup your iPad before the iOS update. After you update an iPad (except iPad 1) to iOS 6.x, the next update can be installed via wifi (i.e., not connected to your computer).
    Tip 2 - If you're updating via wifi, place your iPad close to your router to preclude getting a corrupted download.

    Do you have a cover on the ipad? You can check your auto lock settings to make sure it's sleeping and if you have a cover on the ipad make sure settings> general> lock/ unlock is turned on or it will not sleep when you close the cover. Just thoughts that might help out.

    iCloud backups are only available on a deivce when you have iOS 5+ installed on it, as it's on iOS 4 then you can only backup to a computer's iTunes, which you can do by connecting it and doing File > Devices > Back Up on your compter's iTunes.
    As well as forcing a backup, before starting the update you should copy any purchases off the iPad to your computer's iTunes library via File > Devices > Transfer Purchases (iTunes downloads aren't included in the actual backup, just the apps content/settings). You may also want to copy photos and any important documents off the iPad as well e.g. via the file sharing section at the bottom of the device's apps tab when connected to iTunes, via wifi, email, dropbox etc - they should be included in the backup, but it's best to have a copy of them outside of the backup just in case.
    Then start the update by selecting the iPad on the left-hand sidebar of your computer's iTunes (you can enable the sidebar via option-command-S on a Mac, control-S on a PC), and on the Summary tab on the right-hand side clicking the Check For Updates button

    I do not update apps through my laptop I store the apps that actually have been tested and work on the laptop and test updated apps on the iPhone. After updating the iPhone to iOS 6.0.1 iTunes will not install the apps from iTunes on my laptop to my iPhone without updating the apps online. This is not going to happen from my end and I do not like having control of what MY Laptop and MY iPhone can do seperately forced to be as one. That should be an option of choice not a demand of service.
    If anyone has an option like how to reinstall iOS 5.1.1 back onto my 3GS I would love to hear it.

    If you mean Siri then that is only on the iPad 3, it is not on the iPad 2 in iOS 6 (possibly because the iPad 2 doesn't have the Audience chip which the iPad 3 does). If there are other things that you think are missing (YouTube has been removed, and Passbooks is iPhone and iPod Touch only) ?

    That would be because there is no "Software Update".  As Rudegar already stated, connect it to the computer and restore it.
