I was told that you can reserve the new iphone 4 for the full price of 699 and 799 but can not find out how. thanks

I can't be sure, but when you reserve, there should be an option for those who aren't yet AT&T customers. Usually then Apple will set you up when you pick up the phone.

    Actually, you don't HAVE to sign a two year contract with AT&T, you can use the GO Phone option and do a month-to-month payment.
    The drawback to that is that for your $50/month you get less than half as many minutes and no pre-paid SMS. You do, however, get unlimited internet turning your iPhone into a miniature laptop that you pay way too much to use each month... grin
    I'm on the GO Phone option until my stupid T-Mobile contract expires later this year...

Specifically, I want a custom app to receive simple commands through pushing of  3 or 4 external buttons.  I understand this can be done through the dock pins 12 and 13.  I think I would need a microcontroller that would then send input to the app.  I just dont understand the technical issues or possiblities with this approach.

    For example, my app is a stopwatch.  I want one button to start the timer, once button to record laps, one button to scroll through specifics of each lap once completed, and one button to stop the timer.  
    I also need to understand if I can disable the screen lock so I can avoid the SLIDE TO UNLOCK since I wont be able to access the touchscreen.
    I think I will need to jailbreak the phone or work with Apple on hardware accessiblity but I'm just trying to figure out how to accomplish this.

    Only AT&T can unlock it. Since it's not on contract, you should be eligible. You'll just have to call them again. No one else can unlock it.

    Nope. Ony AT&T can authorize the unlocking. Any other method will involve hacking and can't be supported here.

    Unfortunately, you cannot do very much with your phone unless you get assistance from the previous owner, they should either provide you with the password to unlock it or remove their account from the phone entirely remotely through iCloud.com > Find My Phone.
    if the previous owner is refusing because the phone was stolen from her you must give it back, they will have seen where you are located, handing it back may be the end of the matter for you, not doing so may cause you to be liable for handling stolen property.
    If there is some other reason she won't remove her ID, you should ask her.

    Where is your computer's backup of all important data that should include your iTunes library and should have been created or updated immediately before installing a new OS? Did you lose all important data when doing do or just your iTunes content? The iPhone is not designed or intended to be used as a backup storage device.
