Good day i am having a problem to purchase some ringtones from the store because i cannot answer the security questions which i did not provide...can you help me with this issue...

Dear,
How can i reset my security questions, as i forgot them?
I already tried the Apple support step by steps, but this didn't work and I tried to contact the Apple support but didn't recieved any feedback.
It seems,that the Apple support is a blackbox and that the support is more an electronic answers system than a real support with physical staff behind it.
Can someone help with this?

What steps did you try, and how did you try to contact Support ? If you mean the steps half-way down this page then they will only work if you have a rescue email address (which is not the same thing as an alternate email address) set up on your account : http://support.apple.com/kb/HT5312
If you don't have a rescue email address (you won't be able to add one until you can answer 2 of your questions) then you will need to contact iTunes Support / Apple to get the questions reset.

Then click on 'Password and Security' on the left-hand side of that page and on the right-hand side you might see an option to send security question reset info to your rescue email address.

Or you can email iTunes Support at iTunes Store Support.
If all else fails:
1. Go to: Apple Express Lane;
2. Under Product Categories choose iTunes;
3. Then choose iTunes Store;
4. Then choose Account Management;

I got some help from an apple assistant on the phone. It is kind of round about way to get in.
Here is what he said to do and it is working for me...
a. on the device that is asking you for the security questions go to "settings", > "store" >
      tap the Apple ID and choose view"Apple ID" and sign in.
b. Tap on payment information and add a credit/debit card of your preference then select
      "done", in the upper right corner
c. sign out and back into iTunes on the device by going to "settings"> "store" > tap the
      Apple ID and choose "sign-out" > Tap "sign -in" > "use existing Apple ID" and you
      should be asked to verify your security code for the credit /debit card and NOT the
      security questions.
d. At this time you can remove the card by going back in to edit the payment info and
      selecting "none" as the card type then saving the changes by selecting "done". You
      should now be able to use your iTunes store credit without answering the security
      questions.
It's working for me ...I just have to put in my 3 digit security pin from the credit card I am using.

The page that you posted from has instructions for how to reset them i.e. if you have a rescue email address (which is not the same thing as an alternate email address) set up on your account then steps 1 to 5 half-way down that page should give you a reset link.
If you don't have a rescue email address (you won't be able to add one until you can answer your questions) then you will need to contact iTunes Support / Apple in your country to get the questions reset.

We are fellow users here on these user-to-user forums, you're not talking to iTunes Support nor Apple
You won't be able to change your rescue email address until you can answer your questions, you will need to contact Support to get the questions reset.
I assume that you are in the country Georgia, not the US state. In which case try contacting Support via this page and explain that you've forgotten your answers, don't have access to your rescue email account, and your country isn't on the HT5699 page (http://support.apple.com/kb/HT5699) and see what they reply with : https://ssl.apple.com/emea/support/itunes/contact.html
When they've been reset you can then use steps 1 to 7 half-way down the HT5312 page that you posted from to update your rescue email address for potential future use
