Start here (change country if necessary) and navigate to 'Password and Security', reset your security questions using the link provided, you will receive an email to your rescue address, use the link in the email and reset your security questions.
If that doesn't help, you don't receive a reset email or you don't have a rescue address, you should contact AppleCare who will initially try to assist you with a reset email or if unsuccessful will pass you to the security team to reset your security questions for you.
If you are in a region that doesn't have international telephone support try contacting Apple through iTunes Store Support.

The email response is automated, and almost certainly is detected as "junk" or "spam". So, try again and check your spam folders for their reply.

The 'send reset info' only shows if you have a rescue email address (which is not the same thing as an alternate email address) set up on your account. The option to send reset info only shows if you have a rescue email address (which is not the same thing as an alternate email address) set up on your account. As you aren't getting the option then that implies that you don't have a rescue email address, and you won't be able to add one until you can answer 2 of your questions - so you will need to contact iTunes Support or Apple to get the questions reset : https://discussions.apple.com/docs/DOC-4551

If you can remember them then you can login here and change them : https://appleid.apple.com
If you can't remember them and you have a rescue email address set up on your account then you can try going to https://appleid.apple.com/ and click 'Manage your Apple ID' on the right-hand side of that page and log into your account. Then click on 'Password and Security' on the left-hand side of that page and on the right-hand side you might see an option to send security question reset info to your rescue email address.
If you don't have a rescue email address set up then go to Express Lane and select 'iTunes' from the list of 'products' in the middle of the screen.
Then select 'iTunes Store', and on the next screen select 'Account Management'
Next choose 'iTunes Store Account Questions' or 'iTunes Store account security' (it appears to vary by country) and fill in that you'd like your security questions/answers reset.
You should get an email reply within about 24 hours (and check your Spam folder as well as your Inbox)

It's only there if you previously set up a rescue email, which isn't the same as an alternate email. You need to ask Apple to reset your security questions; ways of contacting them include phoning AppleCare and asking for the Account Security team, clicking here and picking a method for your country, and filling out and submitting this form.
They wouldn't be security questions if they could be bypassed without Apple verifying your identity.
