How to resolve error 403 response error code

Question

Hi to All
Openstream to a webpage like google.com works fine, but openstream wid a search string like following gives error 403.
http://www.google.co.in/search?hl=en&q=forums&btnG=Search&meta=
Can anyone help with working around this??
