How to restore iOS 6.1.3 on iPhone 4S

I am stuck with my iPhone 4S in recovery mode. I upgraded to iOS7, some how it did not work well for me, so I tried to downgrade to iOS 6.1.3. The downgrade failed. Now I am stuk with recovery mode. I am not even able to restore my iPhone to factory settings.

Apple provides no supported way of downgrading.
How did you attempt to do this?
If you did in fact attempted to downgrade you voided your warranty and forfeited any support from Apple and these forums.
As such you are on your own. We cannot help you.

    A year ago my ipad 4 got run over.  I finally got another ipad 4 and set it up by restoring from the last icloud sync in January of 2013.  After the install, the screen locked.  I cannot remember my passcode.  It appears that the restore installed ios 7.  I have tried putting the ipad into recovery mode and then using itunes to restore the ipad but halfway through the restore, itunes says it cannot connect to the ipad because it is locked.  I never synced the old ipad to itunes so I can't reset the passcode that way either.  And when I put the ipad into recovery mode, I believe it logged the ipad out so I can't see the ipad via find my phone.  I was hoping I could wipe the ipad remotely.  Is there anyway to restore this ipad?  Am I going to have to take it into an apple store?  Will they even help me?  I bought this on ebay last week.

    Recovery Mode Step by Step
    1. Hold Sleep/Wake button down and slide to turn off iPad
    2. Turn on computer and launch iTune (make sure you have the latest version of iTune)
    3. Plug USB cable into computer's USB port
    4. Hold Home button down and plug the other end of cable into docking port. Do not release button until you see picture of iTune and plug.

    Sorry, there's no downgrading from iOS 7. You just have to stay there.

    Go to iTunes preferences. Is there a backup listed under the Devices tab for your friend's iPhone?
    If so, your friend needs to restore his iPhone with iTunes from the backup for his iPhone.
    When restoring, his iPhone will be erased and the firmware will be re-installed. After the firmware is re-installed, you will be prompted to restore the iPhone from an available backup - which is the default selection. If the backup for his iPhone is not selected, you can select it from the pop-up.
    The backup includes data such as most iPhone settings, email account settings, contact info, SMS messages, notes, recent calls, call favorites, photos that were in the iPhone's camera roll, and 3rd party app settings and data created and stored by a 3rd party app.
    In regards to iTunes content, an iPhone can be synced with an iTunes library on a single computer only, and photos can be transferred to an iPhone from a single computer only.
    If the backup for his iPhone is available and restored, do not sync his iPhone. He will need to sync his iPhone with the iTunes library on his computer to re-transfer his selected iTunes content including 3rd party apps.
