The only possibility of restoring your notes would be to restore from a backup that contains those notes. If you have a recent backup, you could try that. Bear in mind, when you restore from a backup - you restore to the exact condition that the iPad was in on the day that the iPad 's backup was created. So if you have more recent data in another app that you need to keep, make sure that you transfer that data or those files to your hard drive before you restore from the backup otherwise those files will be lost.

Everytime I restore my notes on my iPad iCloud syncs up and deletes it all over again. I've tried putting the iPad in Airplane mode but when it restores it turns it back off automatically. Any ideas?

If you synced it many times, you have to have a backup. It's just a question of how old that backup is now. When did you last sync?
First of all launch iTunes on your computer and go to Edit>Preferences>Devices. Do you see any backups for you iPad in that window? If so, how new is the newest backup? That will be the backup that you will want to use. But remember that if you use that backup and it is one month old, you can only restore from that date back in time. Anything that you did on the iPad in the past month will not be in that backup.
Turn on the new iPad Minin and start activating OTA via WiFi. You will get to a certain point in the process where you will be given the choice to Set up as new, Restore from iCloud - or Restore from iTunes. You will want to select Restore from iTunes.
That is the short and sweet version. There are step by step instructions in this article. This applies to the mini as well as the iPad 4 or the iPad 3 for that matter.

Sorry, don't know what you are asking. You have an old iPad Mini 3 and a new iPad Mini 3? How did you set up the new iPad? Did you restore it from a backup of the old iPad? What photos are you not seeing?

Did I overlook some critical info here? I'm having the same problem described by Henry5, but I'm signed in to iCloud with my AppleID which is not the same as my Mobile Me/iCloud email. I keep being asked to create an account (which it won't allow me to do since the account already exists) but no where do I see an option to use the existing account. I also tried logging out with my AppleID account, and using the iCloud email, but that doesn't work.
