How to set up privileges in Flash Player so Encore can make weblink to external URL

I'm trying to figure out how to add working links to an FLV video.
Seems like it might be possible to do this in Adobe Encore, but the documentation says:
Note: Unless you set up privileges in Flash Player, the URL must be in the same domain as your Flash project.
Can anyone explain how to set up those privileges?
I'd like to include active, clickabe links on my video to my site and to other sites that I reference.

Since Apple designed iOS (per Steve Jobs' insistence) to be specifically incompatible with Flash, I wouldn't worry about what Flash content to use in headers for devices that can never, and will never, be able to see it.
I stopped using Flash for anything in my websites about six months ago, converting what I had to HTML5 (MP4) and any new content that would have previously been done in Flash is going the be the same.

If you are using the Metro style browser, please confirm you have allowed updates to the Compatibility View list as follows:
Open IE on the Desktop
From the Tools menu, click Compatibility View settings

Actually i uninstalled the existing version of Flash Player from my Windows 8 PC, but when i tried to install the older version, it was not allowing me to install and was showing that my browser is included with latest version.
Even i followed the below given websites, it didn't given any remedy for it.

Why do i have to always update flash player before i can preview page in a browser?

Umm... don't use Flash?
It's a dead web technology. The world's most popular web devices don't support it (iOS, Androids, etc...) IMO, you would be doing yourself and your site a visitors a huge favor if you moved to HTML5 video.

Is there any timeline soon that apple users will be able to open things that need adobe flash player? I can not even play any games on Facebook, I can't open certain files, pictures sent to me or things like forms I news to see when I am not home

I am so frustrated about Adobe Flash player. I can not play any Facebook games, open certain files and pictures and documents that I need to access because not only does this phone not do it but my old Palm Pre couldn't do it either. I have had so many times where I needed to access things either online or via email, or message that I can not even look at because of this. I have to wait until I for home or ask someone else to do it for me which is embarrassing. I rave about my iPhone 4S all the time because it is truly great except for this. When it use to happen with my Pal Pre I figures once I got my iPhone that it wouldn't happen anymore but I guess I was completely wrong. I have had this problem for years and always get a message saying that it's being worked on. Well a couple of years is a long time to work on it. I understand about contracts and stuff but why is it taking a company such as Apple to be able to get it for their products? I get a lot and always want to play the games on Facebook but I can't do it on most of them at least the ones I have tried. So I can not play against anyone at that time I have to wait until I get home or use someone else's computer or something. Please tell me that in the extremely near future that this will not be a problem anymore. PLEASE!! I am sure I am not the only one out there who is having issues and if you do get it available please let there be an upload/upgrade for current phones and not just for future versions of Apple phones. That just wouldnt be very fair to all of your loyal customers and tell everyone to get your products because they are great and end up leaving this little problem out until they by your phone. Especially if they just got the phone they have. You guys are awesome with technology I have faith that you can make this available to all Apple products old and new by uploads or upgrades. Thank you hopefully can give me some info about the status with this or if there wen is one. I would have thought that being a company such as you are that it would already be taking care of right from the beginning and not wait years to take care of somewhat that is very important ro have especially when there is so much our there using Adobe Flash now. Check System Preferences > Flash Player > Advanced
Click: Delete All under Browsing Data and Settings
Then empty the Safari cache.
From your Safari menu bar click Safari > Preferences then select the Advanced tab.
Select: Show develop menu in menu bar
Now click Develop > Empty Caches
Quit and relaunch Safari then try Flash on a website for sound.

After Installing Flash Player 9, i can't open anything with Flash

After ungrading to Adobe Flash Player 9, i can't open
anything with flash on any of my browsers (Safari, IE)
and it just keeps on running in circles...like it tells me to
go to the download page and then i would download it and install
the software, but after installation, it directs me to the
macromedia pages and it says:

Are you using any MS Office third party Add-ins? Test: Remove third party Add-ins other than PDFMaker. Test to see if the MS Office apps run afterward.
Did you attempt to repair MS Office? Test: Go to Add/Remove Control Panel run Repair.
Finally, have you tried testing to see if it's PDFMaker? Test: Use the Add/Remove Control Panel to modify the Acrobat installation to remove PDFMaker. See if MS Office applications launch and behave correctly?
