The only way to sign out of an icloud account is to do it on the actual device. You can't do it remotely (assuming you do not wish to use the Find My iPHone feature to wipe the device - and assuming that serice was turned on).
Settings>icloud, scroll to bottom of screen and tap Delete Account.

If you are using the same Apple ID on both devices, the Game Center profile should be the same.
Check out this information from the iPad User Guide. Try signing out of the Game Center on both devices and then sign back in with the correct Apple ID:

I can't believe you make it this difficult and complicated to switch to a new account. Your advice to people on other posts, if they have an old account and want a different name is to set up a new account. I've done so and every time I open Skype it defaults to the old account. Under File, choose Sign Out to log out of the current account. You can then sign in with the new account. If you don't want Skype to autolog you in, untick the box that says 'Sign me in when Skype starts.' That should do it.

If Find my iPhone was not activated before the phone was lost there is no way to track it. Check on the iCloud website. Log in with the APple ID. If you do not see your device listed on Find my iPhone there, it was not activated.

You need to log out of each account on the device itself. On the iPad Settings>Store>Tap your ID. That is not going to prevent someone that knows your ID and password from downloading apps. They are logged into your account on their own devices.

That means the Restriction is set that prevents changing accounts. Go to Settings>General>Restrictions and unset it so you can delete the account.
Deleting the account for one device does not effect the account on other devices.

Not entirely sure what you want to do.
If you wabt to sign out of account in the Mail app, then it doesn't have the concept of signing out, if the account is enabled on the iPad then it is effectively always 'open'. If you want to view a different account that you've set up on the iPad then you can do so via the button at the top left of the Inbox to go up levels to a folder selection and then to account selection.

You can't. This is a security feature to prevent the resale of stolen iOS devices. You need to contact the seller and have him/her remove it from their iCloud account. Or return and get your money back. See: Find My iPhone Activation Lock - Apple Support

I just got an iPad and am still figuring out its quirks. One thing that is completely frustrating me is that I am being told that I have to delete accounts instead of simply being able to sign out? You are not going to like the answer, but no you cannot sign out of email accounts on the iPad. The iPad was originally designed to be a single user device that was to be used in conjunction with one's own iTunes library. That was back in 2010 when the first iPad was released. many things about the way you can use an iPad have changed, but it still designed to be a single user device.
Anybody can check email in a web browser on the iPad, just like one can check ther email on any computer by signing into their account, but the built in Mail app does not have separate user accounts. You can sign into and out of Apple ID's on the iPad but that is where Family Sharing comes into play.

If you mean password protect your mail account? You can't. You can password protect your device as a whole, but not individual parts of it (not beyond restrictions that is)
If you need to keep your mail private from other users of the device, then don't use the mail app. If your mail provider has a web interface use that.

Welcome to the Apple Community.
You need to delete the account from your iOS device first, then add it back using your updated details. (Settings > iCloud, scroll down and hit "Delete Account")
All the data that is synced with iCloud will also be deleted from the device (but not from iCloud), but will be synced back to your device when you login again. It will not be deleted from Any of your Dad's other devices or from his account.
