Same basic way as if you connect it to your syncing computer. However, you ned to restore to factory defaults/new iPod since there is not backup on the foreign computer.
In both cases you have to place the iPod in recovery mode to bypass (an erase) the iPod. For recovery mode see:

Connect the iOS device to your computer restore via iTunes. Place the iOS device in Recovery Mode if necessary to allow the restore.

It doesn't quite work that way. Transfer your music from the old computer to the new one. Then, sync the iPod.

Restore, if iTunes will let you. Everything except the password will be restored. Connect via cable to the computer that you use for sync. Be forewarned that it takes a long time. From iTunes, select the iPad/iPod and then select the Summary tab. Follow directions for Restore and be sure to say "yes" to the backup. You will be warned that all data (apps, music, movies, etc.) will be erased but, as the Restore finishes, you will be asked if you wish the contents of the backup to be copied to the iPad/iPod. Oh my gosh I had the EXACT same problem, and for ages I couldn't figure out how to fix it until today. Here's what I did:
First I went onto my computer, opened itunes, and un-installed tumblr, vine and kik. These were the apps I was having problems with (it said I had them on my phone but, like you, they didn't show).
Then I went to the itunes store, searched for each one, and it said I could update them so I did (just FYI: for tumblr a window popped up saying "please click ok to confirm you are 17 years or older", so I did that also)
When I went back to my phone and tried installing them again (still on my computer), it worked!

If you sync your iPod with a different/empty library iTunes will only give you the option to copy your iTunes Store purchases directly from the iPod to the computer and everything else on it will be erased. I would also advise that you get yourself an external hard drive and back your stuff up, relying on an iPod as your sole backup is not a good idea and external drives are comparatively inexpensive these days, you can get loads of storage for a reasonable outlay: Back up your iTunes library by copying to an external hard drive
One last thing, you need to take care connecting to an empty iTunes. Open iTunes first and go to Edit>Preferences>Devices and check the box "Prevent iPods and iPhones from syncing automatically" and choose Ok before connecting your device.
Once you have recovered everything from the iPod and your iTunes library has been rebuilt it will be safe to sync again.
