err, isn't Mackeeper a computer program only, not a mobile device app?  And even if it were available for a mobile device like the iPod Touch, it suffers from exactly the same limitations as Apple's own find-my-iPod.  All a theif needs do is plug the iPod into iTunes, restore as new, and everything previously installed and set up on the device is wiped out.
Relying on any remote tracking software that requires a data connection is weak security at best.  Even a Mac computer can have the hard drive reformatted and the OS reinstalled if stolen by someone intent on resale, destroying any such tracking software.  With the device in someone elses hands, relying on any software solution to find the device is flawed, as there is almost always going to be a simple way to circumvent the online tracking feature.

    Lost or Stolen iPod/iPad/or iPhone:
    If you have turned on “Find my iPod/iPad/or iPhone recently, then you can find it, by following these steps:
    Log into www.icloud.com with the Apple I.D. Associated with your iPod/iPad/or iPhone
    Click on Devices
    Click on the device that has gone lost
    Either put it in Lost Mode (suggested), or make it play a sound. (PLEASE NOTE: DEVICE MUST BE CONNECTED TO WIFI IN ORDER FOR THESE TO HAPPEN)

    You can't block (nor locate) it via the serial number.
    If you had Find My iPod enabled on it then you could try locating it either via http://icloud.com on a computer or Find My iPhone on another device - but that will only work if it's connected to a network and the device hasn't already been wiped and/or Find My iPod disabled on it (if it was on iOS 7 as your tagline suggests then Find My iPod should be harder to disable).
    You've reported it to the police ? You should also change your iTunes account password, your email account passwords, and any passwords that you'd stored on websites/emails/notes etc.

    Sorry, but there's no way for you to track your iPod at all, much less see any activity from it. You'll need to fight this out with eBay. Perhaps the shipping weight of the box might help in convincing eBay that you shipped the iPod, not just a case and cord, though they may not consider the weight as proof since you could have loaded the box with dead weight. This is unfortunately one of the major problems with selling by eBay. I hope you can resolve something with them, though it doesn't appear likely.
    As to the serial number, follow these steps:
    Hold down the Control key and choose Help > About iTunes (Windows) or iTunes > About iTunes (Mac).
    Release the Control key.
    As the iTunes and QuickTime version information scrolls, you will see the serial number of the last connected iPod.

    Your iPod has to be in range of a strong enough Wi-fi signal in order to be tracked via Find My iPod Touch with MobileMe.  Report it to the police.
