Purchase a new laptop ant would like to transfer the program to it. I'm not sure how.

1. Plug-in CD/DVD drives are cheap, easy to use and pretty much essential, otherwise much of the software you paid for is lost forever.
2. You CAN in some cases download Acrobat Pro. But don't rely on that, keep a backup - not on your computer! - What version do you have?
3. If you get an "already activated" error you will need to contact Adobe. This usually happens on the third install.

If the music was purchased from iTunes then you should be able to copy them over to your computer's iTunes via File > Transfer Purchases (File > Devices > Transfer Purchases if you have iTunes 11 on your computer). On the assumption you have backed up your music to an external hard drive, just connect that to the new computer and copy stuff over.
If you are on a MAC and the old machine is not dead then you can hook the two up and copy over.
And I daresay you can do the same if you have a PC and the original is not dead.

Music purchased from iTunes should have copied over via Transfer Purchases. For music from other sources (e.g. CDs) you will either need to use your backup or find a third-party program for your computer that can copy them off your iPad and iPhone.

and activate with your serial number.
if you have a dl problem, you didn't follow all 7 steps. typically, failure to meticulously follow steps 1,2 and/or 3 is the problem.

To give a safe answer, best to know what was the old computer operating system, what is the new one, and did you purchase an online download to the old computer from Adobe or did you install to the old computer via an installation disc from boxed packaging of the product.
The generalized answer is you deactivate Premiere Elements 12 on the old computer (Help Menu/Sign Out). It is up to you after that if you want to uninstall the deactivated program from the old computer. Deactivation is not the same as uninstall.
Then assuming no little technical complications of details, you install Premiere Elements 12 on the new computer using
a. Installation files that you saved to your computer or that you have download from "My Orders" at Adobe
or
b. Installation disc from boxed packaging.
Please fill in more details so we do not fall into any unexpected technicalities.

How can I transfer Ipod music to a new computer? My old computer crashed, and My itunes folders are gone.

There is an ez way to do this without any programs at all. All you have to do is this: Plug in your iPod and double click my computer. Now click "tools>folder options." In the window that appears, click the "view" tab. Now there should be an option that says "show hidden files and folders." Select that option and click ok. Now open up ur ipod directory. There should be a semi-transparent folder along with the other folders in your ipod directory (Calendar, Contacts, Images, etc.) Open this folder and then open the "Music" folder. Displayed here are a number of folders called "F30" or 31, 32, 33 and so on. In these folders are all your song files on ur iPod. If you save these folders onto your computer you will be able to save them into your itunes library. If the music file names were changed, the information displayed in itunes should still be the same for all the songs and if you had album art it still should be there. After you save your music onto your computer, i suggest that you go back to the folder options and hide the hidden folders again, because some hidden files on the computer are necessary for the computer to run and may be accedentally deleted if still visible, causing the computer to not function correctly. And that is all there is to it. There is no programs needed for this simple process.

Connect your iPod to your new computer. If it is set to update automatically you'll get a message that it is linked to a different library and asking if you want to link to this one and replace all your songs etc, press "Cancel". Pressing "Erase and Sync" will irretrievably remove all the songs from your iPod. Your iPod should appear in the iTunes source list from where you can change the update setting to manual and use your iPod without the risk of accidentally erasing it. Also when using most of the utilities listed below your iPod needs to be enabled for disc use, changing to manual update will do this by default. Once you are safely connected there are a few things you can do to restore your iTunes from the iPod. There is also a manual method of accessing the iPod's hard drive and copying songs back to iTunes on Windows or a Mac. The procedure is a bit involved and won't recover playlists but if you're interested it's available at this link: Two-way Street: Moving Music Off the iPod
Whichever of these retrieval methods you choose, keep your iPod in manual mode until you have reloaded your iTunes and you are happy with your playlists etc then it will be safe to return it auto-sync. I would also advise that you get yourself an external hard drive and back your stuff up, relying on an iPod as your sole backup is not a good idea and external drives are comparatively inexpensive these days, you can get loads of storage for a reasonable outlay.

How to transfer my existing itunes library to a new laptop?

These are two possible approaches that will normally work to move an existing library to a new computer.
Method 1
Backup the library with this User Tip.
Deauthorize the old computer if you no longer want to access protected content on it.
Restore the backup to your new computer using the same tool used to back it up.
Keep your backup up-to-date in future.
Method 2
Connect the two computers to the same network. Share your <User's Music> folder from the old computer and copy the entire iTunes library folder into the <User's Music> folder on the new one. Again, deauthorize the old computer if no longer required.
Both methods should give the new computer a working clone of the library that was on the old one. As far as iTunes is concerned this is still the "home" library for your devices so you shouldn't have any issues with iTunes wanting to erase and reload.
I'd recommend method 1 since it establishes an ongoing backup for your library.
Note if you have iOS devices and haven't moved your contacts and calendar items across then you should create one dummy entry of each in your new profile and iTunes should merge the existing data from the device.
If your media folder has been split out from the main iTunes folder you may need to do some preparatory work to make it easier to move. See make a split library portable.
Should you be in the unfortunate position where you are no longer able to access your original library or a backup then then see Recover your iTunes library from your iPod or iOS device for advice on how to set up your devices with a new library with the maximum preservation of data.

Basically all I want to do is transfer a couple of songs to my phone from my office computer. Now I downloaded itunes on the desktop. But I cannot sync the music because it will delete all my songs from the phone.
