How can i transform normal photos in this 'look'?

I'm not sure exactly what about the photo you are trying to recreate, or what 'look' you are going for. It looks like the photo has a soft painted feel and isn't trying to be photo-realistic. If that is what you are trying to achieve here is a tutorial that demonstrates how to do exactly that: Photoshop New Oil-Paint Filter and Skin Tone Selection Tool.
The key is to use the Oil Paint Filter in Photoshop CS6 or Photoshop Creative Cloud (CC). To do this, go to Filter --> Oil Paint.
This dialog box will appear and you will be able to make adjustments according to your image.

    First...
    There is nothing wrong with a 1-bit diffusion dither object being raster, as far as printing results is concerned. Such images date back to the days of MacPaint and Hypercard. They are same-size (historically usually 1-point) pixels, randomly distributed at varying frequencies to suggest tones (as opposed to individual printer spots being combined to build varying size halftone dots).
    So if the tiny squares are vector, yes, they are scaleable. But so are 1-bit pixels. When you scale a 1-bit raster, you're scaling square pixels, which are printed as squares. So a scaled 1-bit raster image is just as "resolution independent" as a bunch of vector squares.
    Second...
    This effect was employed in illustrations and designs since the very beginning of desktop publishing. For example, I frequently used it in the 80s thusly:
    1. Draw a vector path of any shape in FreeHand.
    2. Copy it to Photoshop. Blur it. Convert to 1-bit using diffusion dither. Save it as TIFF.
    3. Import into FreeHand. Stack it below the object for which it served as a glow or drop shadow.
    FreeHand had the ability to apply any color to a 1-bit or grayscale raster image, and the ability to set the white pixels of a 1-bit image to transparent. Illustrator didn't gain those abilities until decades later.
    So it's not oppressively tedious to use that method nowadays, even in Illustrator. (And frankly, that's the way I'd do it.)
    Third...
    Illustrator sorely needs to provided a diffusion dither option in its Rasterize command for 1-bit color depth (as I've been arguing for years) instead of its lame pattern diffusion. Then this effect could be applied easily and quickly to any object, either as a "nailed down" rasterization, or as a live effect.
    However...
    You can simulate a vector diffusion dither pattern that you can apply to any path by combining several Scatter Brushes and storing their combined application as a Graphic Style:
    1. Draw a 1 point square.
    2. Store it as a Scatter Brush. Set the Spacing and Scatter settings to Random. To constrain the pattern to one side of the path to which it is applied, set the low limit of Scatter to zero.
    3. Duplicate the Scatter Brush two or more times, changing the Spacing and Scatter upper limits in each duplicate so as to make each duplicate Brush increasingly sparse. In the example shown, the first Brush is named Scatter Brush 1 and has its upper limits for Spacing and Scatter to 300. This Brush was duplicated twice, and those two values doubled each time. But of course you can use whatever settings work for the effect you want.
    4. Draw a temporary path with a 1-point stroke. Apply Scatter Brush 1. Select the Stroke Appearance and duplciate it. Apply Scatter Brush 2 to it. Duplicate the Stroke Appearance again, and apply Scatter Brush 3 to it.
    5. Drag the whole path and drop it into the Graphic Styles palette to define a new Graphic Style. Now you can apply the whole Appearance stack to any other path(s) with one click.
    Being Brushes, the fineness of the pattern can be adjusted by changing the weight of the strokes:
    And, of course, you can apply other effects to the Brushes and strokes involved. For example, set the Colorization Mode of the Brushes to be able to change the color of the dither pattern; and/or apply Transform Effect to offset the pattern from the object to which it is applied (as for dithered drop shadows).

    What you'll want to do is pick a photo with something like a person or an animal in the foreground. Then, use the Lasso tool to trace around the outside. Separate the person and the background into two or more layers, depending on how much you want to change. Up the saturation on the background, and apply a blur under the filter menu. It might just be the angle the photo was taken from, but they could have possibly added a light effect behind him as well. As for the guy, it looks like they upped the contrast and lowered brightness. Since i don't know from what angle the photo was taken, those are the only effects I can say were most likely used.

    Hi Kris,
    Don't worry.  Your English is better than my Dutch!
    You might want to look at taking some of the tutorials on Aperture offered at Lynda.com.  You can sign up for a month and take as much training as you want to brush up on your skills.
    However, for now, you can reduce the colour in you rimages by reducing the saturation level.  If, however, you are happy with the flesh tones, but find the other colours too bright, us ethe Vibrancy slider to reduce all colours but the flesh tones.  Try playing with the mid-contrast slider to see if that works for you.  You can also try adjusting the black point to see if that makes a difference.
    The good news is that Aperture is non-destructive in its editing, so you can go crazy trying all the adjustment settings to see what effect they have on your image without worrying about destroying your original photo.
    So I would encourage you to try experimenting with the various adjustment options to learn what they do and by all means take somne training in the use of Aperture or buy a good book on the subject.

    It means that iPhoto has broken the link/file path to the original file. 
    Apply the two fixes below in order as needed:
    Fix #1
    1 - launch iPhoto with the Command+Option keys held down and rebuild the library.
    2 - run Option #4 to rebuild the database.
    Fix #2
    Using iPhoto Library Manager  to Rebuild Your iPhoto Library
    1 - download iPhoto Library Manager and launch.
    2 - click on the Add Library button and select the library you want to add in the selection window..
    3 - Now that the library is listed in the left hand pane of iPLM, click on your library and go to the Library ➙ Rebuild Library menu option.
    4 - In the next  window name the new library and select the location you want it to be placed.
    5 - Click on the Create button.
    Note: This creates a new library based on the LIbraryData.xml file in the library and will recover Events, Albums, keywords, titles and comments but not books, calendars or slideshows. The original library will be left untouched for further attempts at fixing the problem or in case the rebuilt library is not satisfactory.

    Gentlemen:
    As I said: an expert architectural photographer who knows how to place washes of light on the subject, and then balance the lighting with the sky and other background. Take a look at other photos in the same series by this photographer.
    If you light it right (including possible multiple flash techniques), you don't "need" RAW or any other Photoshop corrections. Again, I've seen this kind of lighting in a number of 4x5 Ektachrome originals that had been exposed and processed normally -- before Photoshop was a dream in Adobe's eye. Such photos can be absolutely stunning.
    A pro will use Photoshop here just for cleanup and any
    minor imbalances or corrections to reach perfection. An amateur will use Photoshop here as a crutch to turn less than stellar work into something "acceptable".
    Is it possible to duplicate the effect from less-than-optimum photos with head-turning results? Anything is possible, but it depends upon how well the original subject was photographed, and how much information is in that photo that can be manipulated. But...

    I'm in no way new to the iPhone, I've just not been able to find a way to get this look. With the new iPhone 4 the images are so large a clear I can almost see the pores on there faces. Thanks in advace for any help.

    As mentioned, your link is bad.
    But if you are talking about full screen image of contact vs thumbnail that is done depending how the image was assigned.
    If assigned via phone, then will be full screen.
    If assigned via a photo in your address book on computer that you sync with, then it will be a thumbnail.

    Back Up and try rebuild the library: hold down the command and option (or alt) keys while launching iPhoto. Use the resulting dialogue to rebuild. Include the option to rebuild the thumbnails. This can take three or four goes.

    When I sync with itunes, the photos sections says I am syncing with my iphone, so I assume that anything I physically delete from my iphone should not be showing up again.  Right?

    If you read this, http://support.apple.com/kb/ht4236  and this http://support.apple.com/kb/TS1314  they don't actually make how sync works very clear.  I had thought that syncing my device to itunes would allow I tunes to copy what was currently on my phone so that I could restore that information when needed ie if your phone dies and you need to do a clean install of the iOS system, you always have what is currently on your phone saved in Itunes.
    Specifically reading this:

    Delete photos and videos from your device manually:
    Open the Photos application and open the Camera Roll.

    Note: For photos and videos you want to save, import them to your computer before deleting them from the Camera Roll.
    What you seem to be saying is that iTunes saves every contact, message, photo etc and when you click sync, it reuploads things that you deleted?  This seems like it should work the opposite.  Make a mirror image of my iPhone on my computer, not make a mirror image of my computer onto my iPhone.  You delete things for a reason. 
    Help- anyone else?  Is razmee209 right?

    Since your Mac probably came with 10.4, there is no longer a way to get 10.5 Leopard install media. IF it has the requirements, you may be able to upgrade to 10.6 Snow Leopard by buying the boxed install media at the Apple Store for $30.
