Can you see your camera video feed under "Tools" - "Options" - "Video Settings"? If Skype does not detect your camera, then you will not be able to use it. If you are using a processor that is not fully Pentium 4 compatible (like AMD socket/slot A processors), your video will not be detected in Skype though it may work elsewhere.

I purchased the iPad AV composite cable. The sound is coming through but there is no picture. The instruction manual says to make sure that video is turned on on the iPad so that the video will come through. However, it does not say where to find the video settings.

If you have setup home sharing on the Mac and you are sure that you did it correctly - on the iPad go to Settings>Music>Home Sharing and sign into your Apple ID. Then go to the Music app (iPod app was in earlier iOS) and tap the More button at the bottom and you should see "Shared" and an option. Tap that to share the iTunes library on the Mac.
You setup home sharing for videos the same way. Settings>Videos>Home SharingA>Apple ID.
iTunes must be running on the Mac if you want to home share.

You could easily transition between a black and white copy to the color original. It depends on what you really want to do. If you use a push transition, you could probably time it to follow him.
If his walk is irregularly paced, you might be better off putting the Color on one track, and the B&W on another, and animate the crop effect on the upper track to keep pace with him.
Either way, it is not difficult.

I have a red, yellow, white adaptor to connect my iPad to the tv to play movies. The directions say to turn the video output to "on" to be able to play the video on the television. Some videos that are purchased from the iTunes store require HDCP (http://en.wikipedia.org/wiki/Hdcp) It's standard on HDMI and Blu-Ray players. If the video can't communicate with the device it's hooked up to, it will not play.
Since the composite cable you're using can't transmit HDCP (only HDMI cables can), you won't be able to play that video. This is a video-to-video selection, made by the studios.

This seems to be issue with the webcam and may have to be replaced. Yes, it is also a good idea to get the cable checked by a local technician.
Though, BIOS does not play any role in functionality of the webcam, you may still try to reset it to default settings.
Power off the computer
Restart the computer, tap ‘F2’ key on the Dell logo
This will take you to the BIOS screen
Try to reset BIOS to defaults.
Press ‘F9’ key once, highlight ‘Yes’, press ‘Enter’
Press ‘F10’ key once, highlight ‘Yes’, press ‘Enter’
