Did you try to press and hold Ctrl, and then to type de matching iso-8859-1 decimal code, before releasing the Ctrl key? I think it should work.
For example, Ctrl 249 displays "ù" on my Nokia E72
Git it a try.

    How to Use the United States-International Keyboard
    Adding the United States-International Keyboard Layout
    To add the United States-International keyboard layout, follow these steps:
    1. Click Start, and then click Control Panel.
    2. Under Pick a category, click Date, Time, Language, and Regional Options.
    3. Under or pick a Control Panel icon, click Regional and Language Options.
    The Regional and Language Options dialog box appears.
    4. On the Languages tab, click Details.
    The Text Services and Input Languages dialog box appears.
    5. Under Installed services, click Add.
    The Add Input language dialog box appears.
    6. In the Input language list, click the language that you want. For example, English (United States).
    NOTE: When you use the United States-International keyboard layout, you should also use an English language setting.

    8. In the Select one of the installed input languages to use when you start your computer list, click Language name - United States-International (where Language name is the language that you selected in step 6), and then click OK.

    Creating Extended Characters
    The United States-International keyboard layout assigns new functions to the right ALT key (the ALT key on the right side of the keyboard). Use the right ALT key in combination with other keys to create extended characters.
    The following table illustrates characters that you can create by using the combination of the right ALT key plus another key, as well as those that you can create by using the right ALT key plus the SHIFT key plus another key:

    Creating International Characters
    When you press the APOSTROPHE (') key, QUOTATION MARK (") key, ACCENT GRAVE (`) key, TILDE (~) key, ACCENT CIRCUMFLEX key, or CARET (^) key, nothing appears on the screen until you press a second key. If you press one of the letters designated as eligible to receive an accent mark, the accented version of the letter appears. If you press the key of a character that is not eligible to receive an accent mark, two separate characters appear.
    In other words, when you use the US-International keyboard layout, Windows automatically accents letters that customarily receive an accent but does not automatically accent letters that do not customarily receive an accent.
    The following table illustrates the accented characters that you can create:

    Folks, if you set out to list all the possible ways of putting in 'French' characters, you've forgotten Unicode Hex Input. And one or two others.
    The real point here is underlined by Cattus Thraex. Why does the OP need to enter these characters?
    Is it for, say, an essay for History class on the age of Louis XIV? In that case, assuming she is using one of the US layouts, she doesn't really need to change anything. To spell correctly a few names of places and characters, using the traditional Mac way with the Option key ("Option", mon cher LexSchellings, not "Alt" -- let's talk Mac here) is fine.
    However, if she's doing homework for a French class, and she needs to enter lengthy paragraphs, and she needs to do this more than once, then such a method is a major PITA, whose only virtue is that it's less of a PITA than any of the other methods suggested (Character Viewer indeed!) The only effective way to enter French text is to learn to type in French on a French-language keyboard layout. And there are basically three built-in options here:
    (1) French (AZERTY -- there are actually two of them)
    (2) Canadian French (CSA/ACNOR, based on QWERTY)
    (3) Swiss French (based on QWERTZ)
    She needs to choose the one closest to what she's accustomed to, and learn to touch type on it. If the OP is, as seems to be the uniform assumption, American or anglophone Canadian, hence familiar with QWERTY, then the CSA/ACNOR keyboard is best.
    Finally, to be effective, she needs not only to enable the Input menu, but also to set a shortcut to cycle through enabled keyboard layouts, which is done in Keyboard Shortcuts.

    I really don't know.  Open your Language&Text system preference, Input Sources tab, and click "Show Input menu in menu mar".  You can select keyboard displays for various languages.  See if you can select the character from there.
    I did discover that  TextEdit has a Special Characters (command-option-T) menu item in it's Edit menu.  It can bring up a character table where you can select characters from it.

    It is really easier to use the US keyboard to type French if your native language is English.  Just use the shortcuts provided by laura444.

    I was not able to understand your solutions. I would be thankful if you can explain me in brief. above problem is not from DB side. While I am entering Euro Symbol in my jsp, It will be converted to some different characters by the time it reaches in the FormBean of Struts. i.e befor it goes to DB.
    If I store Euro Symbol directly in the DB from backend. It displays correctly on JSP. But the problem is lying where flow goes from JSP to Java Code.

    This "keyboard" shows what symbols, diacritics etc, are produced when you click a key.
