How to unlock a frozen iPad screen?

Since upgrading to iOS8, my screen has been frozen.

You can try resetting your iPad by simultaneously pressing and holding the Home and Sleep/Wake buttons until you see the Apple Logo. This can take up to 15 seconds so be patient and don't release the buttons until the logo appears.
Try again to see if the problem persists.

    If you cannot remember the passcode, you will need to restore your device using the computer with which you last synced it. This allows you to reset your passcode and resync the data from the device (or restore from a backup).

    The button on the top that you use to lock and unlock or put to sleep is the power button.  The button lower center of the screen is the home button...can be used to also wake from sleep and switch to the base home screen.

    Apple will replace the entire iPad; they don't repair.

    I tried charging it but it will not charge. I tried connecting it with itunes so I could sync it but it won't.
    I was able to download my photos into my PC so I know the PC usb port, apple the cable and ipad ports are all working and that the software from the ipad can communicate with my PC software but I am stuck on everything else.
    What is the problem and what do I do?

    1. Try doing a hard reset:
    Press and hold both the Home button and the Sleep/wake button simultaneously for about 15 seconds and release when the Apple logo appears.
    2. If that doesn't solve the issue, backup the device and restore it as new.

    NB: set up as a NEW device because a software issue will be in the backup. If the issue persists after restoring as new, you should offer the device for service.
    If you get specific error messages/codes in iTunes when updating/restoring, check this: http://support.apple.com/kb/ts3694 for causes and solutions
    If you're not able to restore the device the normal way, you should use: http://support.apple.com/kb/HT1808
    Using that last article will erase everything on the device, so make sure you have a backup!

    Do you see the lock icon in the upper right corner of the iPad? If you do not see the padlock, then the iPad screen isn't locked, it's just stuck for some reason. Try a reset.     IF you see the padlock icon, the screen is locked and you might be doing something wrong in the settings or there might be a problem with the settings.

It worked fine while I was gone, except I did have one time where the video would freeze the iPad like described above, but it went away after just turning the iPad off and on.

    It may be possible to force the iPad into recovery mode.  See <this article>.
    If that does not work, I suspect your iPad has an internal problem that will require repair.  If it is still in warranty, contact Apple.  If out of warranty, search the web for iPad repair centers.  There may be one in your city.

    You are not doing it right. Hold down on both buttons at the same time until the Apple logo appears on the screen. It may take 10 seconds or so to appear.
    Reboot the iPad by holding down on the sleep and home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider if it appears on the screen - let go of the buttons. Let the iPad start up
