How can I unlock an A&T iPad cellular? Thank you for your assistance.

As mentioned, any purchased directly from Apple will be unlocked.
The only ones to be locked would be ones purchased directly from a carrier, and even then, only when choosing to purchase under one of  their (relatively new) zero down or installment plan financing options.  Those special financing offers through the carriers (AT&T at least) may require a data contract commitment.
The carrier designation on devices purchased directly from Apple simply refers to which carrier the device will come set up for or which carrier's SIM card will be in the box.  You can use them with another carrier if you wish to.  The only caveat is if you wish to actually use a CDMA data network (Sprint or Verizon, for example) then you must buy that specific model as CDMA connections require the device itself be pre-configured for a specific network.  The GSM devices (eg. an "AT&T" iPad from Apple) simply means it will come with an AT&T SIM card, but you can get another SIM and use that instead.
