    A new iphone will not do anything until you have activated with a carrier.

    You should still be able to manually manage the music on your iPhone within iTunes. Make sure that when your iPhone is plugged in, look in the Summary tab to see if “Manually manage music and videos” is enabled and you can even you turn off Automatically Sync when this iPhone is connected. Take a look at the first article below to give more information on that. As far as your other questions about calling someone, I have provided two options for you.     I think in the context you're using, they are pretty much the same thing. The only carrier on the planet as of this writing with the CDMA iPhone, which does not use SIM cards AT ALL, is Verizon in the U.S.
    There is a difference between an unlocked iPhone and an iPhone sold without a contract, but still locked to a carrier.

    Some carriers sell phones that are NOT carrier locked (i.e. SIM FREE). Some sell locked phones, but offer unlocking services for their subscribers.     Before you sell or give away your computer, in addition to the steps mentioned in this support article, take these steps:
    Run Apple Diagnostics or the Apple Hardware Test. The buyer will do this (or he should), and you don't want to be surprised by the results.
    Reset the PRAM and the SMC, which might contain personal information.
    If you set a firmware password, remove it by running Firmware Password Utility in Recovery mode.
    If you activated FileVault in OS X 10.7 or later, turn it off.
    If you use Boot Camp, the partition must be deleted
    If you created any other data partitions on the internal drive, remove them in Disk Utility.
    Erase the data partition(s) with the option to zero out data. An SSD doesn't need to be zeroed.
    You can't legally or practically transfer any software downloaded from the Mac App Store to the new owner of the machine, even if it was free. That includes OS X, so if you upgraded to OS X 10.7 or later, you must reinstall  an older OS, either from the installation media, if applicable, or by booting into Internet Recovery (option-command-R at the startup chime.) If you installed from physical media, deliver those to the new owner.
    If you're selling the machine, or donating it in working order, and it originally shipped with OS X 10.4 or 10.5, then you have the option of installing either from the discs that came with it or from a retail Snow Leopard disc (which you must then transfer with the machine.) The buyer should understand that if he doesn't get the original discs from you, he won't get the bundled iLife applications or the Apple Hardware Test. Replacements for the original discs can be ordered from Apple.
    The new owner will have to redownload any software that came from the App Store, including OS X upgrades, under his or her Apple ID. If you ever updated the bundled iLife applications (Garage Band, iMovie, and iPhoto) through the App Store, you can't transfer those either.
    Remove the machine from your list of registered products. If it's still covered by an AppleCare Protection Plan, transfer the coverage to the new owner by following the instructions in the AppleCare Terms and Conditions (under the heading "Transfer of Plan.")

    Apple does not sell an unlocked iPhone. Some cell carriers offer the option to purchase an unlocked phone at a significantly higher price. Your friend could go to Hong Kong and buy an unlocked phone from an authorized carrier but if he has any problems with the phone, he will need to take it back to the country where he purchased it.

    The process is contact your network supplier .
    Ask IF they offer unlocking.
    IF yes request the unlock and pay any fees requested.
    Your network supplier then contacts Apple to request the White listing (Unlocking) of your phone on the iTunes servers.
    Apple do this -It takes anything from 3 days to several weeks to complete.
    On completion Apple confirms this back to your Network supplier (NOT YOU)
    Your network supplier contacts you via email or SMS inviting you to connect your iPhone with your computer via the supplied USB cable and launch iTunes and follow on screen prompts through to the "Congratulations your iPhone is now unlocked" screen.
    All these steps need to be carried out with the ORIGINAL SIM and by REGISTERED account holder used when setting up the phone.
    Once the Congats...... screen has been reached you can swap out the REGISTERED SIM and replace with a compatable SIM on another network.
    CAVEATS
    Only the original SIM and Account holder can initiate an unlock- If you bought the phone used/second hand you CAN NOT UNLOCK through official routes
    Once unlocked use of a Mobile Virtual Network SIM may result in difficulties sending SMS messages.
    You may have to go into Setting /Network/Cellular/Cellular Data Network and enter the correct settings manually.
    Further caveat Cellular Data Network menu is SIM card dependant if its not supported you CAN NOT change the settings manually then you may need to contact the SIM card company - They can send a setup SMS if they support this process.
    Sorry for the lecture.

    As far as I can tell, the police are not authorized sellers of iPhones in any
    country. The 2 main ways iPhones get to the police is someone turning in
    a lost iPhone or a stolen iPhone being recovered from the thief. In either
    case, you need the AppleID and passcode used to originally activate the
    iPhone. If the police cannot provide you with the original owner's information,
    you will not be able to activate the iPhone as Lyssa has said above.
    If you paid the police for the iPhone, return it for a refund - it is useless.
