HOW TO UNLOCK MY IPOD WITHOUT THE PRIMARY COMPUTER

My son has disabled his ipod touch(forgotten his password) and the primary computer is no longer working.  Is it possible to set my new computer as the primary computer for this ipod?

You will lose the data on it, since this is not the original computer.
Connect in recovery mode and restore, you'll get the option to reset the passcode during this process:
iOS: Unable to update or restore and iPhone and iPod touch: Wrong passcode results in red disabled screen
If you cannot remember the passcode, you will need to restore your device using the computer with which you last synced it. This allows you to reset your passcode and resync the data from the device (or restore from a backup). If you restore on a different computer that was never synced with the device, you will be able to unlock the device for use and remove the passcode, but your data will not be present. Refer to Updating and restoring iPhone, iPad and iPod touch software.
You can download the apps and other media from iTunes for free again, if you're using the same account again.

    You can use any computer but your data will be lost if you have no backup.

    The serial number does not help you track it. You can't track it without Find my iPod. If you did have Find my iPod, I have no doubt the thief disabled it by now. So it's gone.

    Welcome to the Apple Community.
    They will both be seen as separate devices, you can create settings for each independently of each other. Two devices associated with one iTunes is not a problem.

    You would need to sync in Dad's account to access Dad's iTunes Library. However, if she has loaded her iPod with the music she wants from Dad's iTunes Library, then she can continue to play the music even if she has her own Apple ID and separate user account on the same computer. She just will not be able to add new music from Dad's iTunes Library unless she uses Dad's Apple ID.
    iDevices are single-user devices, so for daughter to have her own Apple ID and iTunes Library, then she has to have her own user account on the computer.
    If it's more convenient to have on iTunes Library shared by all, then make no changes. iTunes knows that every connected device is different by the name you give the device, like "Daughters iPod" as an example.

    Ok, so about 6 months ago a friend of mine asked to borrow my ipod touch as his iphone had just broken and he wanted something to listen to music on while his phone got repaired.  He put a passcode on it, he used it for about a month then left it in another friends car, so it's been rolling around in my other friends glove box for 5 months. I have just got it back and i can't unlock it, i asked my friend for the passcode his response was 'F*** if i know'.
    HELP i no longer have the computer i used first on this ipod as I've had it for years so i can't even restore it back to factory settings using the computer software.
    Any ideas?

    You cannot do anything but restore it which will wipe the device. If you have been syncing with iTunes, then you're library is on your computer and may be restored.
