The answer is DO NOT buy a Sprint iPhone from e-bay because it is a CDMA phone and you will have problems with it. The CDMA networks only exist in the US and both Sprint and Verizon use them and they were designed to be used with a Sprint or Verizon contract.
If you purchase an iPhone 5, then it does have a sim card slot that should be unlocked for use in other countries, but you may not get the full benefits because it is a CDMA phone. If you look at previous versions, then Sprint iPhone 4's and 4s's don't have sim card slots at all so cannot be used.
If you want to purchase an iPhone 5 form e-bay that will work, then don't get a Sprint phone or any CDMA phone. Buy a GSM phone instead that you will be able to use.

You can't. Sprint phones can be unlocked ONLY for use on non US carriers. They can not be used on any US carrier other than Sprint. If you want to use a different carrier in the US, sell the phone and buy one you can use.

Send it back to your brother & have him get it officially unlocked, because there is no way for you to do that.
Only the carrier an iPhone is locked to can authorize the phone's official unlocking, & most(if not all) will not authorize such unless your are a customer that used the phone on their network...obviously not you.
So, send it back to your brother & have him get it unlocked or return it for a refund.

You need to contact the carrier to see if they offer unlocking and if you qualify. You may need to talk to your brother about this.
