i bought an iphone 5 which is pay as you go from the apple store at last year, but i cant use the local sim card when i back to china.
ONLY the carrier to which it is locked can do this.
No one else at all cand do this.
Apple does not do this.
ONLY the carrier to which it is locked can unlock it.
You must contact that carrier.

The iPhone is probably locked to a US carrier .Only that carrier can unlock the iPhone before it will work with another carrier

Options for when an iOS device gets locked because of forgotten password:

i have a new iphone 4 32gb, i bought from gumtree. the seller said the phone is unlocked by Virgin however when i inserts the sim the statement appears " THE SIM CARD INSERTED IN THIS IPHONE DOES NOT APPEAR TO BE SUPPORTED" I now cant contact with the seller to help me unlock the phone. It sounds as if you had a device that was jailbroken/hacked to operate on your carrier. Upon updating the iOS, it is now locked back to the original carrier the device was locked to.
Only the carrier the device is locked to can authorize an unlock. You will need to make contact with that carrier and see if they provide unlocking services, and if they do, if you qualify for an unlock. Otherwise, you are out of luck. One that carrier can take care of the unlocking. -

If you forget your passcode there is only one way to remedy the situation.
Put your phone in recovery mode and restore the device using iTunes.

If you're talking about buying the phone in the US, forget it. There are NO unlocked iPhones sold in the US and no US iPhone can be officially unlocked. Thus, it doesn't really matter what it costs.

No. Apple has no part in the decision ot lock or unlock at all. Lock/unlock is 100% the decision of the carrier. Apple has nothing to do with this decision. -

There is no "unlock code". If you legitimately unlocked your iPhone via ATT, you will get an email detaling the unlock process, which involves connecting to iTunes. Follow the directions in the email.
If you used one of those web sites that promise an magical "unlock code" you probably got scammed. -
