You can't. If your device qualifies for the most recent iOS version (your iPhone 4S does), that is the version that will be installed. If, on the other hand, your device was an iPhone 4 (not the S), the device does *not* qualify for iOS 8 so iOS 7 would instead be installed.

To expand on the answer: You cannot because Apple came to the realization that the only people needing to restore to a non-current version of their software were doing so to either jailbreak or do a non-factory unlock. Why do you want to stay on that firmware? If the answer is to jailbreak or utilize a non-factory unlock you are on the wrong forum as both functions, in Apple's TOS, will void your warranty.
That's the why. The answer is still correct, as Apple will not digitally sign off on installing an old firmware once a new one is released (for the reasons explained above).

thanks, seems amazing there isn't an xcode app to step and verify addition of provisioning/certificates/ of devices with logging and feedback, but you have to go through the whole rigmarole and still not quite be sure which step hasn't worked:)

You cannot. Whenever you restore a device the latest compatible version of iOS will be restored. You have no option to choose an earlier version.

How do I restore my iPhone 3G, ios 3.1.3, from a backup without updating. I need to restore my ical entries and they are wiped out on both my main and backup drive and mobile me. My phone is also wiped out and I think my back up may be my only hope of getting that info back. Every time I try to restore using itunes 5.1 itunes only shows me th option to restore and update. Can't I fake it out so it just leaves my ios as it is but restores files and settings? ios 4 doesn't really work well with the 3G models. They get slow and buggy. Isn't there some way to just put the ipsw file somewhere and point to it? Or, is there a way to just rip the ical info outof the backup files. That would work to.

Try using the Software Update on your iPhone by going to Settings > General > Software Update. One thing to keep in mind if you are trying it on the computer is to make sure that you are not pressing any keys down when checking for updates as that may bring up a pop up window to find the update file.
