You cannot. The way Apple distributes updates for iOS is based on your hardware. The update system will detect your hardware, and will only offer the choice of updating to the latest iOS release compatible with your hardware. For an iPad 2 or newer, that is now iOS 7.0.2 - that will be the only option available to you.

Have iPhone 4 with iOS5.1.1 and have been delaying upgrading to iOS6 after reading reviews. Anyhow, decided today to finally upgrade and iOS6 is apprarently not available. My only option is iOS7 which I definately to not want for this phone. Where can I download iOS6 or is it now unavailable.?

You cannot. When you upgrade, you go to the newest iOS for your device.

This is a very old argument/issue.
The original iPad hasn't been able to use a newer iOS version since iOS 6 came out almost 2 years, ago.
The original iPad simply does not have necessary hardware and RAM capacity to handle any of the newer iOS versions.
The original iPad is grossly underpowered to run any newer iOS versions and newer apps.
This is price early iPad adopters' had to pay (myself included).
Newer iPads after the original iPad have better/powerful CPUs and more RAM capacity.
The original iPad only had 256 MBs of RAM.
The iPad 2 has 512 MBs of RAM.
The newer iPads now have, at least 1 GB of bulit-in RAM and even more powerful CPUs, now.
If you want to take advantage of the latest iOS and upcoming iOS 8, you need to upgrade to either a newer/refurbed iPad or brand new, up to date iPad models.
It's that simple.

You can't update to iOS 6, you can only update to the highest iOS version that a device supports, which for a first gen iPad is iOS 5.1.1 (if your iPad is on iOS 3 then it's a first gen), and for other iPads is iOS 7.0.2
To update, connect the iPad to your computer's iTunes and copy any purchases off the iPad to your computer via File > Devices > Transfer Purchases. You may also want to copy photos and any important documents off the iPad as well e.g. via the file sharing section at the bottom of the device's apps tab when connected to iTunes, via wifi, email, dropbox etc - they should be included in the backup, but it's best to have a copy of them outside of the backup just in case. You can then force a backup of the iPad via File > Devices > Back Up.
Then start the update by selecting the iPad on the left-hand sidebar, and on the Summary tab on the right-hand side clicking the Check For Updates button

Maybe reset your iPhone 4 to Factory Conditions? I'm not sure this will work and would probably ask an Apple Genius if that might work. It was shipped from the Factory with iOS ? ... maybe 4 or 5? Good question ... I suspect a lot of iPhone 4 users will want to return to iOS6.
Another solution is to bite the bullet and upgrade for $99 to an iPhone 5C. A little painful but much better in the long run.

I have bought my son a new iPad mini but it is still running on an old OS. I have tried upgrading to ios7 and the download isn't going anywhere. It says 'estimating time remaining' and has done so for the past day. I can't see anywhere to cancel the download and restart- is this possible? Someone suggested doing it through a computer but I don't have one. Does anyone have any suggestions? Thanks

If you don't have a PC, this is the only way (OTA or over-the-air) to update the iOS on the device. Apples servers are probaby very busy with new activations and new users installing updates.
To cancel the install (try again later when it's not so busy), try this:
Log out of the iTunes Store on your device:
Settings>iTunes & App Store...tap your Apple ID, then select "Sign Out"
Reset your device:
Device Reset (won't affect settings/data/music/apps/etc)
1. Press and hold (& continue to hold) BOTH the Sleep/Wake button & the Home button.
2. Continue to hold BOTH (ignoring any other messages that may show) until you see the Apple logo on the screen.
3. Release BOTH buttons when you see the Apple logo and allow the device to boot normally.
After the device has restarted, sign back in to the App Store as above.

Why does Apple always make life harder everytime I let them upgrade IOS? Why don't I trust my intuition and stick with the IOS I've got used to? It took me a while to discover that Notes on iphones are associated for an inexplicable reason to an email account and that it defaulted to my gmail account. I then set it to default (for new notes) to an account called 'on my iphone'. Magically IOS 5 synced these notes to my Outlook. Perfect. I 'upgrade' to IOS 6 and Notes 'on my iphone' no longer sync with Outlook (quite apart from now finding the new itunes a nightmare to use).

Apple doesn’t routinely monitor the discussions. These are mostly user to user discussions.
Send Apple feedback. They won't answer, but at least will know there is a problem. If enough people send feedback, it may get the problem solved sooner.

You can only upgrade to a paid account if the credit card you are using to register with has a billing address in a supported country. If not then you are unable to upgrade.

For info we are fellow users here on these forums, you're not talking to iTunes Support nor Apple - I've asked the hosts to remove your phone's device numbers from your post.
You should be able to update to iOS 7.1.2 via Settings > General > Software Update, or by connecting it to your computer's iTunes - whichever way you do it, first copy your iTunes purchases over to your computer's iTunes library via File > Devices > Transfer Purchases, take a backup, and preferably take your own copy of any important documents and/or photos (they should be included in the backup, but its best to have your own copy as well).
Updating iOS version : Update the iOS software on your iPhone, iPad, and iPod touch.
If it's an iPhone 4s, as your tagline says, then you can only update to the current iOS version i.e. 8.1.1
