i'm trying to figure out what format and size i should convert my 1080x720 video to  for import into DW. owen

1080x720... that's an odd aspect ratio... oh well.
For best compression coded, use H.264 to create a mp4 file at a bitrate that will not exceed the Internet connection download speed of the majority of your potential audiance. If you are not familiar with download speed, test yours here:

Video bit rate
One of the principle of goal setting is to "Begin with the end in mind". In this case it'll be very hard to give good recommendations because the end is not defined. So I'll just make a few assumptions and you can correct me as needed.
First, I'll assume that since you are converting to Flash, you want to deliver this video over the Internet. If that's true, then we'll have to make some assumptions on the Internet connection download speeds of your potential viewers. Let's just say that most have at least a 1.5Mb connection or faster.
OK, that would mean that a video bitrate of half that should usually provide a video download that is not interupped by buffering (most of the time anyway). So assuming a video bitrate of 750kbps, what would the optimum display dimensions be?
Before we decide, here's a little info about bitrate. For highest quality playback, the video bitrate is tied directly to the display dimensions. That is, the larger the display, the more incoming data is required to properly display the video. Think of bitrate in terms of a can of paint. If you have 1 quart of paint, you might be able to do a very nice job on a 32 X 24 foot area. But if you try to stretch that same amount of paint out over a 64 X 48 foot area, the coverage will not be nearly as good and you get poor results.
In the same way, a video displayed at 640 X 480 pixels will require 4 times the bitrate as a video displayed at 320 X 240 pixels to produce the same quality. So for example a video with a bitrate of 100kbps, displayed at 160 X 120 will produce the same quality results as a video with a bitrate of 1600kbps if displayed at 640 X 480.
So to boil it all down, video bitrates of 750kbps, even up to 1000kbps can usually get delivered of the Internet on most high speed connections. Higher bit rates may work for really fast connections but will cause problems for viewers with slower connections. Video display size has a direct bearing on the final quality. In the 750 to 1000kbps range, display size should be kept around 450 or 500 width max (and whatever height the aspect ratio calls for). Yes it can be displayed larger, but the quality will suffer.
Sound like your audio settings are fine, especially for Internet delivery.
As for framerate, maintain the original raw video framerate for best results. So if the video was shot at 24fps, leave it.
As for video converters, do you have the Flash 8 Video Converter? It works just fine for video to be delivered over the Internet. Remember, you are taking a Cadillac version of video (h.264 HD) and stuffing it into a Chevy body to get it to work over the Internet.

    By definition impossible in a compositing program like AE that expands all image data to full RGB and then fully re-compresses it depending on your output format. there will always be loss or a change in file size or both. As David said, render settings are dictated by the use, everything else is utterly beside the point.

    The video never looked great, even after I de-interlaced it. But after using compressor, this is the video noise I ended up with.

    I will try MPEG STREAMCLIP again. My earlier version does not seem to be working.
    The previous poster stated I needed to be the owner to rip DVDs.  Yet, I just wanted to point out that there are two instances where you actually do not need to own copyright. As I mentioned I have the releases from the copyright owners. And mentioning Fair Use was inportant to know about as well. But you're right,  not something to be cavalier about.
    Definitely,  what constitues Fair Use should be left to attorneys. There are very specific criteria that designates what is and what is not Fair Use. Happily the law has been recently changed so film makers doing documetnary work can editorialize, and commnet under the Fair Use doctraine and ripping DVDs under this doctraine is not punishable.
    The courts are broadly interperting the law, and as this link shows, even Yoko Ono couldn't stop a film maker from using IMAGINE, by John Lennon.

    I agree with most of what has been said here.
    Use iMovie 06 instead. I was having the same problem when using iMovie 08. I believe it has to do with how iMovie 08 deinterlaces your video. Even at the highest settings, my videos would look bad once burned to a DVD. At first I thought maybe it was just how the video looked previewed in iMovie, but that wasn't the case. When using iMovie 06, the video looks just like the original DV while editing.
    However I have a different opinion regarding DVD media.
    I have found DVD+R to be more reliable than DVD-R. The only disadvantage to DVD+R is that DVD players manufacture before 2003 may not play them.
    DVD+R disks are better than DVD-R disks because of the increased error correction technique used for the +R type.
    DVD+R has a more robust error management system than DVD-R, allowing for more accurate burning to media independent of the quality of the media.
    I would recommend Taiyo Yuden DVD+Rs. (I get excellent results using iMovie 06 with iDVD 08.)

    As always, this depends on a number of factors which you failed to cover in your original question.
    1) If you source files are SD, other than an increased loss of time in converting you gain nothing in scaling the files up in iMovie '08 only to scale them back down in iDVD. On the other hand, if your source files are HD, then you will likely see a marginal increase in quality which may or may not be worth the price of increased processing time. In this latter case, you are allowing the MPEG-2 compressor to get the most it can out of your file at the P- and B-frame level.
    2) Export using QT allows you to customize your output with regard to both compression format and settings. For instance, you can use a codec with extremely high data rate (e.g., VGA dimensions with DV at 28.5-57.0 Mpbs, AIC at 18.0-22.0 Mbps, or even unlimited H.264/AAC at 16.0-20.0 Mbps). High video data rates generally translate to less lost quality during the re-compression process. Thus, if the intermediate file produced by iMovie '08 and passed on to iDVD retains more of its original quality, the MPEG-2 compressor can get more quality out of the final conversion as stated above.
    3) Since no physical file actually exists until the project (simply a set of instructions detailing how the final file will be created) is published, there is nothing to be physically sent to iDVD. basically you must create a physical file from the project in order to do anything at all whether sending it to a gallery, iTunes, YouTube, iDVD, etc.

    GIF is a color restricted format with on/off support for transparency. There's really no settings you can tweak to output a better GIF. You have a drop-down during GIF sequence export to allow transparency, select the amount of colors (up to 256) and you can choose dither to save a little filespace. The only 2 things in there that really matter are dither and amount of colors used to export.
    If your content is very similar (e.g. not a lot of complex gradients/shadows/etc) and is limited in color use turning down the amount of colors used and dithering is your only option.
    Make sure you're exporting the GIF via "Publish Settings" so you get a single animated GIF and not file->export->movie because this creates a separate sequence of GIF images for each frame.

    Apple do not have their "own" format. You need to convert your DVDs to H.264 though.

    You can't. FCE doesn't support DVCPRO HD. You'd have to convert it to the Apple Intermedia Codec in some other sofware. FCE also probably doesn't support the frame resolution the P2 media is using.
