If you are syncing photos from folders on your computer then they should be sorted by capture date order (though some people have said that isn't happening). If you want to change the order then you if you are using a Mac you can use iPhoto or Aperture, if you are syncing from folders then you'll need to change the capture dates of the photos : http://support.apple.com/kb/HT4221

It still works on iTunes 11 - if you are used to the layout from previous versions of iTunes then you can re-enable the sidebar via View > Show Sidebar (option-command-S on a Mac, control-S on a PC).
To sync photos, connect and select your iPad on the left-hand side of your computer's iTunes (if you've enabled the sidebar), and on the right-hand side there should be a series of tabs, one of which should be Photos - if you select that tab you can then select which photo folders to sync to the iPad. There is a bit more info on this page. You will need to sync all the photos that you want on the iPad together in one go as only the most recent photo sync remains on the iPad - synced photos can't be deleted directly on the iPad, instead they are deleted by not including them in the next photo sync.
If you haven't enabled the sidebar, then from you library click 'iPad' at the top right of the screen and you should get a series of buttons along the top of the screen, including one for Photos.

If it's an iPad 3 then you can use the camera connection kit. If it's the new iPad 4 (i.e. it has a lightning connector, not the old 30-pin connector), then you can use this SD reader or this connector for direct transfer from a camera.
If you are copying the photos onto the card yourself then you will need to create a DCIM directory off the root of the card, with the photos underneath it, and the photo filenames need to be exactly 8 characters long (no spaces) plus the file extension i.e. in a similar format as if a camera had created/written them.

If you want to transfer photos that were originally synced from your computer then you'll need to use a third-party app such as Simple Transfer (which also has a free 'lite' version called Simple Photo & Video Transfer) which can transfer photos off via your wifi network. But as photos are 'optimised' when iTunes transfers them to the iPad, what you transfer back may not be exactly the same as what your originally synced.
Perhaps from now on you'll take backups of your photos ?
