How to use credit on my itunes account?

I show $26.09 credit on my account but when I try to purchase, it never deducts from this amount, it wants me to use credit card of gift/itune card? How do I use this credit to purchase?

Have you purchased anything?
It is automatic.  You need do nothing.
Itunes verifies your account using your credit card details.  That does not mean that it will charge it.

    If you have already redeemed your iTunes Store gift card, then the balance should be able to be viewed on your iTunes Store account.  As long as you are signed in with the same Apple ID on your Apple TV, the purchase on the Apple TV will be deducted from your credit balance.

    Go to Settings>Store>Apple ID - tap the ID and then tap view account. Enter your password and then swipe down to Change country or region. Change the region to Australia and save the change.
    See if you can access the Australian store now. If that does not work - you can also access the store settings in iTunes by tapping on the Featured tab and swipe down to the bottom. Your ID will be in the lower left corner. you can tap on that and make the same changes in there.

    If you are buying items for yourself (you can't use a balance to gift content) then your balance should be automatically used when you buy something from the store, you don't need to do anything special - just click on the item's price to buy it. From http://support.apple.com/kb/HT5582 :

    Read the steps carefully as the order in which you follow them is  critical. Note that you can do this only when creating a new Apple ID. You cannot use an existing ID. 
    You will of course not be able to get anything other than the free apps without entering in some sort of payment method (credit card, prepaid iTunes card, gift certificate, etc.)

    When using iTunes to purchase content for the first time on a new device, it may require you to verify your payment information as a way to authenticate your device.  If this not a new device attempting to access iTunes store and prompting you provide payment information, there could be an outstanding balance.  This article will show you how to verify you purchase history and invoices.

    then credit card details will need to be entered before the account can be used to download any item from the store.

    If not then you will need to enter your credit card details - you should be able to remove it after entering it.

    Using a debit card in any online service where it stores your card is a bad idea in any case since if someone gains access to your account in the service, they can quickly drain your bank account. Credit cards limit your liability, as do prepaid iTunes cards.

    On your computer's iTunes you should be able to edit your payment info by going into the Store > View Account menu option and logging into your account, and on your account's details page there should be a payment link.  If you are doing it on your iPhone then try tapping on your id in Settings > iTunes & App Store and select 'View Apple ID' on the popup - that should also give you a payments link on your account's page.
