i rent photoshop from the cloud. i want to use my ipad mini as a graphics pad with a stylus pen. whats the best way to do this? can i download photoshop or something for the ipad and use it in conjunction with photoshop on my laptop?

An iPad is not able to run Photoshop proper.
You may want to look into other applications like Photoshop Touch, but this Forum is not dedicated to such.

You cannot use AirDrop between a computer and an iDevice. While they are called the same they are different sharing services.

You can change the account shortname to whatever you wish to use.
As you can see from my example above. Once you click on the Create User button a new account will be created.
She will need to get her own Apple ID setup so when she starts with iTunes she can open her own iTunes account unless you both want to share the use of the same Apple ID. This can create a bit of confusion if you have your own iPads or iPhones or iPods. As you have discovered it's pretty much one iDevice with one Apple ID.
As for the iTunes library that becomes a more complicated issue.

If you synced it many times, you have to have a backup. It's just a question of how old that backup is now. When did you last sync?
First of all launch iTunes on your computer and go to Edit>Preferences>Devices. Do you see any backups for you iPad in that window? If so, how new is the newest backup? That will be the backup that you will want to use. But remember that if you use that backup and it is one month old, you can only restore from that date back in time. Anything that you did on the iPad in the past month will not be in that backup.
Turn on the new iPad Minin and start activating OTA via WiFi. You will get to a certain point in the process where you will be given the choice to Set up as new, Restore from iCloud - or Restore from iTunes. You will want to select Restore from iTunes.
That is the short and sweet version. There are step by step instructions in this article. This applies to the mini as well as the iPad 4 or the iPad 3 for that matter.

Uhmm, no, the number does not belong to the iPad. It belongs to the iPhone the Apple Id used on the iPad is associated with.
If you need to change that number, then you need a different Apple ID that is associated with a different iPhone number. Note, the number must belong to an iPhone with an Apple ID, otherwise it won't work.
The iPad itself has no number associated to it. It is linked to an Apple ID which in turn is linked to an iPhone that has a number.

I believe that I have the same issue with iPad Mini with Retina Display, iOS 8.1. No matter which way I delete videos from my iPad, they will still show as "deleted", yet the space is not cleared up. I tried restore and then a full restore (clean setup as a new iPad) and it still does this to me. I can solve it by doing a restore each and every time I download a video and delete it. Rather frustrating. Has been a problem since day 1 of iOS 8. I'm yet to try the power+home button reset. I've been unable to locate an app that will do this. The Photos app that comes with the phone or iPad has extremely limited duration controls. PhotoStream seems to load everything from my phone or iPad not allowing me to just load up a set group of images.
iPhoto for iPad is getting some terrible recent reviews. I tried a couple other free apps but they don't use Airplay.
I can do something like this with iPhoto and my MB Air, but it's kind of ugly to have the computer open in order to connect by Airplay to my Apple TV. I've thought the iPad or iPhone would be a lower profile controller.
Am I out of luck?

Thanks for your help. Since I'm uninterested in loading all my photos (the only option) into photostream, I won't be able to use the settings in ATV. I guess I'm just stuck with using iPhoto on my MB Air. Thanks again.
