How to utilize the iCloud backup

I shared an apple ID with a friend on my iPhone and my iPad and then she moved out and changed her password. I have some apps that I have purchased with her ID and then with my own ID, all out of my bank account, but I can't update the ones with her ID bc she changed the password. Can I utilize the iCloud somehow to delete the apps all together on my phone and iPad and then reinstall them?

Initially you were asking if you can delete the apps purchased with your friend's ID and then download them again using your own ID and not have to pay for them again. Your reasoning is that you paid for the apps already. However, you did not use your ID to purchase those apps so if you delete the apps and want them back using your ID - you will have to purchase them again.
Now you asking a different question. iCloud does store your apps and purchased music.Yes you can wipe the iDevice and restore from an iCloud backup. In addition to the article that Allan has referenced you can read this one as well.

    If you have a program like GoodReader you can transfer the files over your wireless network.  Also you will have the ability to view all types of files.  You can transfer the files within iTunes if you have a program installed that can read it.  Go into iTunes, attach your iPad, click on your iPad and then click Apps tab scroll down to the bottom to File Sharing, you will see a list of Apps on you iPad that you can transfer file to. Select an App and click the add button then select your PDF file.

    Reboot the iPad by holding down on the sleep and home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider if it appears on the screen - let go of the buttons. Let the iPad start up.

    You can recover Your music but not with original names.
    1. Go to Your iPod hard disk
    2. You must to see hidden files (if you don't see them go to in system explorer to Tools > Folder Options > View > and mark Show Hidden Files)
    3. Go to folder named iPod_Control
    4. Copy folder Music - this is Your music but not with originally names

    Don't hold the power button and try to use the off slider, hold the power and home buttons until you see the Apple logo, then release.

    Deleting a backup deletes the backup only from the iCloud storage, not anything on the iPhone.
    The iPhone's iCloud backup will be updated at some point - automatically when the iPhone is connected to an available wi-fi network while connected to a power source unless the iCloud backup is turned off on the iPhone.

    Where your backups are stored
    The folder where your backup data is stored depends on your computer's operating system. Make sure the backup folder is included in your data-backup routine. iTunes places the backup files in these places:

    Delete a backup
    If you want to delete a backup created by iTunes:
    Open iTunes Preferences:

    Tap Settings > General > Reset > Reset Network Settings
    You will need to re enter your network password.

    Your backup for iCloud can be accessed on your computer via the iCloud website. Once you log on using the AppleID that was used for iCloud on your device, you will be able access mail, contacts, calendar, notes, reminders, and documents. Photos cannot be accessed on the cloud directly. Hopefully you were regularly backing up your photos to iPhoto or to My Photos on your PC....
    If not, then if you have another device on the same iCloud account with Photostream, or if you have iCloud set up on your computer, and you have iPhoto, then you can view the Photostream that way.
    The iCloud backup process is used for downloading data to iDevices - not to computers....
