For some time already, I can`t verify my IPad under my new ID.It keeps telling me my new ID is still my old ID the one I stated my IPad..Old ID address is not in use any more,so what to do?

Your ringtones will only be where you put them.
If you failed to save them then they are gone.

Sign out of the iTunes & Apps store and then sign in with your new AppleID. Delete the iCloud account, and then create a new one using your new AppleID.

The next day when I checked for some updated on my apps, I found out that my deleted apps under "Not on this iPod" button are missing! Despite the fact that your old email doesn't work doesn't work anymore, the Apple ID still does. Log out and back in again with the old ID and downlload the apps. When finished, log out/in again to get back to your new ID.
These apps should sync to iTunes on your computer. If they do not, do the same log out/in in iTunes to retrieve the apps and store them on your computer.
The Sync function is totally independent of which ID was used to obtain the apps, music, movies, etc. The only time that you will care is when you need to update the app. If you choose to do it from iTunes, you must again log out/in to update. However, the iPod handles that for you and all you'll need is the correct password.

Are you logged into iTunes with the same Apple ID on both devices? After deleting the game on the iPhone, did you also delete it from your iTunes on the computer that you might be syncing with? Did you delete it from the iPad before purchasing/reinstalling on the iPad? This could be where your issues start.

You don't need to recreate the console after changing the SYS password, it is not required. Once you have changed the sys password, the only two tasks you'll may have to do are:
1. Connect to the DB Control Console with the new password (mandatory, obviously).
2. Change the preferred credentials, in case you have stored the sys password as preferred credentials for your database.
Console repository and EM configuration have to be rebuilt only when there are connectivity conditions that have changed, such as host name change, or IP address change, which happens when you get your IP address by means of a DHCP server.
Are you currently facing some issue, besides the log in with new credentials, when attempting to start services?
One more thing I could guess you are working on a 10gR?? (1 or 2) on an unknown platform (unix, windows???) please specify.

I can only imagine it is because I have had to change my apple ID as I no longer use the old email address (old company). I am disappointed that this has been the result though. I have synced my iphone with one of the PC's that has my itunes to see if it will reappear but no. How do I get them back?

It doesn't matter that your Apple ID, which uses the same characters as your old email address, now has a defunct address. You need to go into your Apple ID profile and change the defunct address for a valid one. This will not necessarily change the "address" which stands as your Apple ID.
By "changing" the address directly on the Apple ID itself and not on the profile, you inavertedly created a new Apple ID.

Basically, you have to "sign out" of all those services using your previous Apple ID.

Well, first of all, your MBP can't work with iCloud, you need Lion (10.7) to do that. So it shouldn't matter what you did on your laptop.
There may be some confusion here. There is the Apple ID that your iTunes uses to buy things at the app store as well as songs and video. Then there's there ID used for iCloud. They are not necessarily the same. When you say you changed the Apple ID and password on the MBP, that was for iTunes (since it can't use iCloud). Or did you access iCloud with a browser and change things that way?

I've seen this before, if I were you, change your appleid to the previous email address if you can, then try it.
Then sign out of that apple id completely all over the phone and ipad, e.g. imessage, facetime, icloud etc etc.
Then change it
Then log back in again
