How to view files backed up on iCloud

So I recently wiped an old iPhone to give to a relative, but before that I backed it up using icloud to save my photos etc.
How can I view these photos/sync them onto my mac or ipad so that I can see them?
For some reason they're not showing up in iPhoto even though my mac says it backed up the phone...
Please help! I really hope I haven't lost all these photos!

A backup to iCloud can only be used to restore to an iOS device. You cannot see the contents of the backup prior to doing a restore and there is no way to access the backup except by doing a restore. If in fact you did an iCloud backup and nothing else, the only way you are going to be able to recover the photos would be to restore to an iOS device.
If you backed up to a Mac using iTunes, that is also only meant to be used to restore to an iOS device, but there are 3rd party applications that can extract files from a backup made using iTunes. One example is http://www.wideanglesoftware.com/ibackupextractor/
If there is any chance that you synced the Photos to iCloud (i.e., Photo Stream) you can turn on Photo Stream on your Mac and possibly retrieve the photos.https://www.apple.com/icloud/setup/mac.html

Does the step 3 and "Show all backups" not show any backups?
Do you have been syncing with iTunes on a computer as well? Did you make a backup with iTunes?

Recently downloaded a few songs from iCloud music library back to my computer. Now I want to put them back up in iCloud. How do I do that?

You cannot access individual files in an icloud backup. You can only restore the entire backup to a device (not a computer) which involves deleting (i.e. resetting) the device before the restore is begun.
Also, your narrative implies that you backed up your mac to icloud - you cannot perform a backup from a computer to icloud, only iOS devices can do that.

How to view my back up photos?

I backed up my photos to iCloud before exchanging for a new phone at telco centre. But when I on the new phone, I was only able to retrieve my photos up to 30 days back. the rest of it are not available in my Photo Stream. So i was thinking, ok seems like the rest of the photos are gone and there's nothng I can do.But recently, it says my iCloud is approaching its limit and when I checked, appararently there were several different back up on iCloud ( i have exchanged for a new phone 3 times). You're confusing Photo Stream with the iPhone backup. Photo Stream is for transferring photos from one device to another, and they are cached in iCloud for 30 days for that purpose only.
The backup contains all the photos in the Camera Roll album and stores them indefinitely. Unless you deleted photos from the phone and backed up again, all of the photos taken on the phone are still in the backup. The only way to see them is to restore the backup to the phone,

What do you mean by how to view the report? If you register the concurrent program, then you should be able to view the output using Acrobat Reader (since the type is PDF).
In addition, you should not upload the output file (.pdf), instead upload the rdf file under $PRODUCT_TOP/reports/<lang> directory.

If you have a backup, yes, You can restore the new device from the old backup. Without a backup, no.
Without a backup, and without the device, you no longer have any of your data to put on anything anymore.
You can redownload purchased content from the iTunes and App stores - just use the same AppleID as you did with the old device.

Installed iTunes 11.4.0 and cannot find how to view files created by apps or screen displays for moving icons. Where did it go?

Upgrade to the latest version 1.4.1. It's a free upgrade. It however will not alleviate your frustrations.
You can move a directory in Lr by clicking and dragging to a new location within the Folders panel. To create a new folder on a new drive ensure that no folders are selected (hint: click All Photographs in the Catalog panel) then click the + icon in the Folders panel. You will be presented with a dialog to choose or create a new folder.
To move selected photos to a new directory first select the images then right click the destination folder. You will be presented with several options including moving to the destination folder or creating a new folder under the destination folder.

The only way to get everything back is by restoring a backup. If you didn't have a backup, there is nothing that you can do to recover your lost documents and your notes. If you have a backup restore the backup in order to recover your data. Purchased apps can always be downloaded again as long as you use the same Apple ID that you bought them with, but data can only be recovered from a backup or if you have copies of the documents and notes on a computer.

Lost 3/4 of Notability files backed up in iCloud. HELP!

I have a student who is using Notability. Files are backed up in iCloud and show up in the Manage Storage portion of settings -- about 100 files. When I open the Notability App and sync to iCloud, only 20 of the notes are there. HELP!!!
I've restarted, restored, the iPad, reset iCloud, etc.... To no Avail.

I had the same problem a few hours ago. When I turned iCloud on in Notability, almost all my notes disappeared. So I turned it off. I thought I had lost all my notes, but they were still anywhere in the iPad (the space used was about the same). In Settings-General-Usage you can see what is storaged in your iCloud account (in www.icloud.com you only find information about keynote, calendar app... ¬¬). Just after I began to panic because of the massive document loss, I went to check if the notes where there, but Notability was using almost no space in iCloud. So notes were apparently nowhere but using storage space. After one hour more or less, I could see to my surprise that everything was stored in iCloud again (you can see even the list of notes). Then I just opened Notability and turned iCloud on again, and the notes came back.
Maybe you have already solved the problem. If not, I hope this will work.

How to send files back to TC from external hard drive quickly?

I have just archived 500gb of my TC to external hard drive which was directly connected to TC. I have replaced failing hard drive in TC on 2GB (£50) and reformated gain. Now is ready to be used. Then I wanted to put archive files back onto TC from that external hard drive which is directly connected to TC. The problem is that when I was archiving it files where send directly from TC to external hard drive and it took approximately 5 hours to do it. Now to reverse all that taking about 5 days because for some stupid reason hard drive is sending all that files through my desktop and back to TC again.
Is there any faster way to do it?

also, cloud isnt a place for data archives, and not safe, not secure.
