How to view last icloud backup

Hello, I was wondering if anyone can help me. My iphone 5 was stolen in August 2013. This has been reported but my mobile phone provider is saying that my phone has not been used since February 2013 even though I was using it up until August. They are adamant that it is impossible for their systems to be incorrect. I have checked that the IMEI number is correct and it is. Therefore the only explanation is their system is not correct but they won't accept this and are making out that I am trying to make a fraudulent insurance claim.
Therefore I was wondering if there was a way that I can view the last time my iphone 5 was last backed up through icloud as I could use this as evidence. I can see when I last synced it to my computer which unfortunately was some time ago but I know that I backed up the phone via icloud as recent as August time. If this is possible is there a way of confirming that the device which was backed up is the one which matches the IMEI number? I don't want to get this information for them to then say it doesn't prove that it is that particular device.
Another idea I had of proving I still had this phone is through my itunes purchases. Is there a way that I can prove that certain items that I purchased were purchased through this device?
Any help/ ideas would be really appreciated as at present I am tied into a contract with no phone through no fault of my own.

Oh, I think I understand.  So you did not have the iPhone plugged in to a computer.  So I wonder if you already had iOS 7.0.4 loaded on the iPhone before you did the reset.  If not, it may have been trying to download the latest version of iOS, which could take a long time with a less than robust internet connection.
Anyway, it sounds like you should try recovery mode using your computer and iTunes.  Here is how to get into recovery mode.  You may have to try this more than once to succeed.

    you will want to go to settings>general>reset>erase all content and settings. this will take you to setup assistant again to choose icloud backup.
    *MAKE SURE YOU ACTUALLY HAVE A BACKUP
    *MAKE SURE YOU CAN CONNECT TO WIFI

    After you do the steps Janessa provided you, when the setup screen comes up after you restore the device, you will have to choose "Restore this Device from iCloud", and that will allow you to get all the information you have backed up on iCloud, and like Janessa said make 100% sure you 1, have a backup in iCloud, and 2, The backup in iCloud is somewhat up to date

    When she plugged in the ipod last night it backed up again so that now shows as the latest backup. No previous backups are listed so I do not seem to have the option to rerun the old one. She had many pictures on the camera roll taken from well before July. I can only presume that the backup in July must have been incomplete - but then I didn't think it was supposed to list as an option to restore from. Luckily many of the photos had been backed up on the pc but I am very frustrated as to why the icloud backup didn't protect them. Thank you for your advice though, I appreciate it.

    You need to perform a reset (settings>General, scroll to bottom of screen).  This will delete everything on the device.  Then connect to iTunes and it will offer to perform a reset from either iTunes backup or iCloud.  Take it from there.

    Restoring to an iCloud backup has to be done in the initial setup process.  If you have any data on your iPod now that is not in the backup that you want to save you'll need to do that first.  Then go to Settings>General>Reset and tap Erase All Content and Settings.  You will then go through the setup screens as you did when the phone was new. When given the option, choose Restore from iCloud Backup (see image below).  Be sure you are connected to wifi and your charger as this will take some time to finish.

    If your replacement phone has already been updated to the latest iOS (6.1.3), you should be able to access any available iCloud backup.  Try going to Settings>General>Reset, tap Erase All Content and Data, go through the setup screens on your phone and when given the option, choose Restore from iCloud Backup, then sign into the iCloud account your backed up your old phone to.  See if the backup you're looking for is listed.  If it isn't, it must not be in your iCloud account.
    If you still have the old phone, you can back it up to iTunes instead and restore to that backup.
